As the core resources of cultivating talents in Elementary Education, textbooks of primary and secondary schools mainly reflect the requirements of national talent cultivation. In order to give full play to the textbooks, we should concentrate on institutional improvement of them. Including a series of rules and regulations on projecting, writing, approval, publishing, selection, issuing and using, textbook system is the national general term for the policies, guidelines, related management agencies and the operating rules of the textbooks. Entering the new century, the current system of primary and secondary school textbooks has being faced the latest and important reform, which means the old textbook system has already been broken through, while the new one is still under the construction with the onerous task of institutionalized design. At the level of theoretical research, the educators pay more attention to the educational rules of the writing and the using of textbooks,while the publishers mainly focus on the economic laws of the publishing of it. Therefore, we must enhance the Innovation of System and Mechanism to connect them. The reform of textbooks can directly influence the development of Elementary Educational reform, as a result, the research of the system of primary and secondary school textbooks has significant theoretical, policy and practical implications as well.This thesis is established on the basic theory of the system of primary and secondary school textbooks, which summarizes the success and the experience of the construction of Chinese current system of primary and secondary school textbooks, analyses the prominent problems, and puts forward the policy suggestions on the system improvement. The thesis can be divided into five parts. The first part discusses the purpose, significances and methods of this research; the second part mainly focuses on the theoretical basis of the system construction of the primary and secondary school textbooks; the third part comprehensively sorts and summarizes the basic rules and regulations of Chinese current system of the primary and secondary school textbooks; the fourth part mainly analyses the problems of Chinese current system of the primary and secondary school textbooks; the last part in the thesis gives some suggestions about how to reform Chinese current system of the primary and secondary school textbooks.The innovation of this thesis embodies in two aspects. Firstly, the research endows the textbook and its attribute with new definition."The primary and secondary school textbooks" in the thesis refers to the textbooks and the suited basic teaching and learning supplement resources used by teachers and students in the full-time primary school, junior high school and senior high school. It is the modern educational production that the basic teaching and learning supplement resources entering the definition of the textbook. The basic teaching and learning supplement resources are the derivative of textbook, which used suitably. What the root of the current chaos is the basic teaching and learning supplement resources has not be connected with textbooks into a whole system and be integrated into national management and supply. What needs to clear is that the suited basic teaching and learning supplement resources refer to the primary and secondary school classroom workbooks and summer and winter vacation homework books. The textbook has dual attribute, one is public benefit, and the other is commercial. Public benefit refers to textbooks having the characteristics of public goods, therefore the country makes restrictive measures and incentives to various aspects of textbooks’production and using. Commercial refers to textbooks having the nature of commodity which is special, so they are different from some other commodities which can enter the market with completely competition, which we can say that the research of textbooks should be on the perspective of either educational theory or economic theory. The combination of them is the characteristic of this thesis. The second is the author puts forward operational policy suggestions on every key link of the design of textbook system. On projecting system, the issue that establishing national primary and secondary school textbooks developing centre for regular management agency, and bringing the basic teaching and learning supplement resources into textbook projecting is proposed. On approval system, the author suggests that the Vetting and Evaluation Committee of Experts should be the independent third party, vetting and evaluation committee member should be selected randomly from the vetting and evaluation experts list; the textbook’s quality tracing evaluation system must be set up; the rule out of the bottom should be existed. On the publishing system, the thesis promotes the mainstream textbooks publisher group which has already been established, and suggests the construction of professional nonprofit organization of textbooks publishing and the authorization to proprietary of textbooks publishing. On the selection system, it recommends to establish the national and provincial steering committee of the primary and secondary textbooks’ selection, set up provincial and municipal committee of textbooks’ selection and make the textbooks’ selection standard formulating right be separated from the selection right. It also proposes to establish national and provincial access system of textbooks in order to cut the direct correlation between the selection and economic interests. On issuing system, the author advises the country should carry out the united national primary and secondary textbooks monopoly system which endow regional large publish and media groups that formed in the reform of cultural system with the textbooks monopoly, which can ensure the lowest cost of the nation and the best interests of the students with taking advantages of these groups. On supply system, the author suggests that bringing the basic supplement resources which mean classroom workbooks and summer and winter vacation homework books into national free supply system. The thesis also puts forward the theoretical basis and content system on laying down the Textbook Law of The People’s Republic of China.
