This paper puts forward the concept of the academic power which mastered by primary and secondary school teachers. It means that the individual teachers can control all the academic affairs in their own academic fields with their own professional knowledge.Quoted by the legal policy, the primary and secondary school teachers should have five kinds of powers:the power of curriculum, teaching, textbook, school management and scientific research.Through empirical research, found that primary and secondary school teachers have more fully students appraisal power, teaching power and educational scientific research right, also with the limited school-based curriculum exploitation, but basically do not have power of textbooks, democratic school management or discipline of fund management.Based on the Dual System Theory, along with the Loosely Coupled System Theory, Hierarchy Theory and the Theory of Open Systems, this article explains why the primary and secondary school teachers have and not have these academic powers.Teachers have fully power in teachers’sphere of influence, do not have powers in managers’sphere of influence and institutional environment, and have limited power in the intersecting area.Based on the technology, culture and system, this paper put forward three conditions to help teachers master the academic powers. These are:improving teachers ’professional quality, establishing a trust culture and enriching teachers’ evaluation methods.
