In order to effectively solve problems that have been long existed in the supply of public education service like low efficiency, low coverage, poor accessibility, low quality and lack of public response, Since1970’s, governments of the world have started long practice and exploration comprehensively and thoroughly. Public-Private Partnership of education service, as a new type of reform tool to solve the problem of public education service supply, its practice has been thoroughly started in countries in different institutions and development stages, and has gained general legality. It has been the synonym of innovation, efficiency and effective governance. In recent years, quite a few cases of Public-Private Partnership in the field of education service have appeared in many places of China. Though the Public-Private Partnership of education service in China is in the first stage of development, it has been irreversibly upgraded as one of the main streams of innovating education in China and promoting the modernization of education governance system and governance capability in China. The logic of Public-Private Partnership in public education service originates from the separability of the subject in the supply of public education service and the concept of specialization and cooperation among government, market and society. Public-Private Partnership of education service is to combines the advantages of the government determining public preference through democratic politics process, strengths of gaining resources and the advantages of the production services organized by market or social organizations, realizing complementary advantages and effective cooperation. Because at the same time that Public-Private Partnership of education service realizes the goal of public education by utilizing market mechanism and social mechanism, it creates new interdependence relationship, makes public rights share and government boundary obscure, and reshapes the task environment of the government, it is bringing new costs, risks and uncertainty while creating motivation.In this context, the discussion on Public-Private Partnership of education service starts to focus on whether it can be effectively governed to realize a good cooperation. Governance has risen to be the core issue of Public-Private Partnership of education service. At present the academia lacks powerful explanation for the study of local government governance in Public-Private Partnership of education service. They overly rely on the analytic insights of western scholars, and neglect the risk prevention in the cooperation, at the same time no comprehensive theoretical framework has formed. Therefore, a research exploring the local government governance of Public-Private Partnership of education service in China context that combines theory and practice, uses international theory of Public-Private Partnership of education service for reference, is helpful for providing a basic theoretical framework to observe the local government governance in Public-Private Partnership of education service for the decision makers of China’s public education governance department, theorists and common readers, is helpful for promoting the comprehensive reform of the education field in China, and then realizing the modernization of education governance system and governance capability in China, it is also helpful for providing an important insight for understanding China’s progressive reform.The thesis utilizes principal-agent theory, transaction costs theory, and new institutionalism theory in sociology,with the Public-Private Partnership of education service in China as the analyzing subject, with the government governance of Public-Private Partnership of education service as the core issue, with the ongoing practice of Public-Private Partnership of education service in China as the analyzing context, from the two dimensions of the local government’s governance purpose and the attribute of facing risks, it puts forward the four areas in the local government’s governance in modern China’s education service cooperation, i.e. Contract governance, relation governance, social balance and legality, and discusses how to build government’s action logic, governance strategy and tactics in such areas.The analysis in this thesis organically combines the related theory, governance and practice of the local government governance in Public-Private Partnership of education service. The first and second chapter is a viewpoint explanation, through examining the reality of Public-Private Partnership of education services and discussing the theory prerequisite and theoretical basis of the local government governance in Public-Private Partnership of education services. It designs the analytical framework of the local government governance in Public-Private Partnership of education service. The third to sixth chapter is a viewpoint of action, on the basis of determining the main governing areas of the local government governance in Public-Private Partnership of education service. It analyzes how to build government’s action logic, governance strategy and tactics in the four governance areas of contract governance, relation governance, social balance and legality. The seventh chapter’s empirical analysis is a viewpoint of practice, specifically studies and analyzes the case of Pudong New District government purchasing public education service, it materializes the thesis’s abstract research on the theory and governance part, on the basis of providing detailed and true practical information, it institutionally reflects in the Public-Private Partnership of education service in China, at the same time it puts forward that Public-Private Partnership of education service is not only the effective tool to realize public education through private means, from a deeper perspective, its practice provides an important insight for understanding China’s progressive reform-China’s institutional evolution and self-perfection displayed in the process of Public-Private Partnership of education service.
