The Government Purchases Sports Public Services Risks And Governance

In recent years,studies on the government's provision of sports and public services have focused on the feasibility and model of purchasing routes.Research on the risk of government purchase of sports public services is still rare,especially in the area of risk management.Therefore,this article takes the government's risk of purchasing sports public services as the research object.The article uses content analysis methods to analyze the government's purchase of sports public service policies from the issues in the policy documents,and analyze,summarize,and identify the risk of the government purchasing sports public services and lay the foundation for risk management.In order to build a government to purchase the risk management system of sports public services and combine the risk management framework of the target structure action.The main contents including :1.The first step we need to do is establishing the goal of risk management,.Using NVivo11 pro content analysis software to analyze the relevant policies of the government to purchase sports public services,Set the node to code the problem content.Then the paper sums up the possible problems in the process of government purchase of sports public services,and sum up the risk factors.Including: political risk,legal risk,risk of information difference,lack of competition and other 33 types of risk.Using WBS-RBS risk identification method to classify risk and explain risk factors.2.The second step we need to do is established a risk governance structure.(1)Analyze the causes of risk factors,the participants organization of government purchase are deficiency: the government's political environment is unreasonable;The idea lags behind: the purchase participants lack the ability;The participants organization of government purchase are lack morality: government purchase preconditions haven't been established;Misbehavior: the government purchase system is not perfect;Information failure: there aren't the way of communication among government purchasing participants.(2)The risk governance participants lack risk governance capabilities,such as: risk perception ability and risk governance capabilities.3.The last step,according to the risk attribution,should establish risk governance methods for the purchase of public sports services,and build a risk management action plan.Measures include:the government should optimize thepolitical environment: the specific measure is improving the basics of risk governance;Each participating organization should improve its moral quality: the specific measure is establishing Risk Governance Prerequisites;The government perfects its own purchasing behavior:the specific measure is providing risk governance protection;All parties enhance information disclosure:the specific measure is promoting risk communication efficiency and all parties should actively cultivate the abilities: the measure is raising awareness of risk governance.According to the participants of government purchase sports public services put forward improving risk governance capabilities,including: all parties must cultivate the risk awareness and focus on the risk governance capabilities.
