Research On Sports Social Organization To Undertake The Government Purchasing Service

According to the decision on several major issues comprehensively to deepen reform, the energy from social organization should be stimulated, the relation between social organization and government should be treated properly to separate some relation between government and society, and clarify the authority and duty for social organization to make social organization have the real autonomy and make full use of the function of social organization; The matters which are fit for social organization to deal with should be fulfilled by it, and some public institutions which are fit to be transferred to social organization or enterprise should be carried out the reform process. From this policy, social organization will play a key role in the national governance system, which conforms to the declaims for the transformation of government functions and put emphasis on the role of social organization to carry on the function of government.The sport social organization which is non-profit and commonweal in character, has played a key role in public sport service. To meet with the increasing needs in sport service, multiply the service bodies and promote the service efficiency, social sport organization should take part in the public sport service from the government purchase, and innovate the methods to carry on the service from the government, to satisfy the public in sport service.The research object in this paper is the sport public service from social sport organization purchased by government, and three research methods has been used in this paper which includes documentary, interviewing and logic analysis. At the first, this paper builds up the related theory system which include the new public service theory, public management theory, administration contract theory, and principal-agent theory. At the second, this paper makes an analysis on some related concepts which includes social sport organization, public sport service, public sport service purchase from government. At second, this paper makes an analysis on the claims for government to purchase the public sport service and the possibility for social sport organization to carry on the public sport service. At fourth, this papers makes an investigation on the current condition for social sport organization to carry on the service purchased from government, and finds some problems in this field which include the imperfect mechanism, the less emphasis from the government, and the defect from social sport organization. At fifth, this paper makes a deep investigation on government purchase on public sport service with the case in Zhangjiagang city, which includes the types, advantages, and disadvantages for social sport organization. At last, this paper puts forwards some countermeasures to develop the social sport organization to bring some theory guide for social sport organization to carry on the public sport service in the practice.
