Under the global development trend of population aging, China began the processof population aging in the late1960’s and entered the population aging society in1999.At the rapid development stage, China’s aging population currently has thecharacteristics of the large scale of aged people, fast development, the earlier happeningof aging population than modernization, and the unbalanced regional development. Withthe coming of "Silver wave", the number of elderly people of advanced age, disabilityand half of disability continue to grow.Because of the core family,miniaturization offamily size, family intergenerational population’s spatial separation,aged-care functionof family has been gradually weakened,China’s urban old-age care and nursing problemincreasingly prominent.As the degree of population age deepening, the demand scale ofurban aged-care service progressively lager and the demand content of urban aged-careservice diversified. The supply of urban aged-care service has brought theunprecedented challenge for urban aged-care undertaking, which will become theoverall significance, affecting China’s economic and social development.The cooperative supply of urban aged-care service belongs to the issue of socialwelfare’s socialization supply. Characterized by multiple centers, Welfare Pluralismadvocates social common welfare responsibility, emphasizing the role of the voluntarysector and the business sector in social welfare supply. With its advantage of closing tothe grassroots, flexibility, innovation, low-cost, the public interest-social organizationpays attention to the widely public interest, has been the important subject of urbanaged-care service’s cooperative supply. Good Governance Theory provides a theoreticalanalysis framework which could guide and optimize the cooperative supply of urbanaged-care service from government and public-interest social organization. Being the ideal condition of governance, Good Governance Theory has the essence of cooperativegovernance between the state and society, emphasizes the full cooperation and theforming of the cooperative governance system between the state and society. Comparedwith traditional vertical hierarchical management mode, the state and societycooperative governance model presents the network structure with the overlappingaction between the longitudinal power line and the horizontal line. The cooperativegovernance concludes the cooperation between government and public-interest socialorganization, the main body’s communication and coordination, the diversifiedmanagement style.Under the guide of Good Governance Theory, the efficiency ofcooperative governance practices between government and public-interest socialorganization would be improved.With value pursuit of good governance, the cooperative supply of urban aged-careservice from government and public-interest social organization set the goal ofmaximizing the aging group public interest. The cooperative governance becomes thepath from good government to good governance, which can help to expand the scale ofurban aged-care services, provide more comprehensive and targeted services, improvesocial welfare of the elderly. The essence of the cooperative supply of urban aged-careservice is the power of social management decentralized from the government to thepublic-interest social organization. The government is committed to aged-care servicefinancing and regulatory system, making policies and rules, aged-care serviceperformance evaluation; The public-interest social organization participate the policymaking on urban aged-care service, and is responsible for the direct production ofaged-care service. Reasonable allocation of supply power on urban aged-care serviceand authorization are good for producing the overall effect of cooperation, whichreflects the rational development of the public power. What’s more,the cooperationcould explore public-interest social organization’s potential, and make full use of fvarious social resources, which is helpful for optimizing the allocation of resources,soas to realize the refinement of urban aged-care service supply, namely urban aged-careservice supply of high quality and low cost. The real motivation of the cooperativesupply on urban aged-care service is the expansion and complexity of the demand onurban aged-care service. Therefore, demand oriented service could improve the degreeof satisfaction and happiness of the elderly. Based on the demand of complementary resources and strategic interdependence,the government spending on urban aged-careservice is positive to the development of public-interest social organization, embodiesthe high relevance between cooperative partnership. Through the integrated use ofcontract, project application and subsidies funded system, which could maximize thedevelopment, configuration, use urban aged-care services resources, conducive to morefully cooperation between the government and the public-interest social organizationnamely good governance.Under the social environment of aging population, core family, familyminiaturization and empty nest, it is necessary to develop China’s urban aged-careservice socialization, to meet the demand of complicated and expensive of the urbanaged-care service. The public-interest social organization’s own public welfareobjectives, scope of activities and organizations function are in keeping with the aim ofChinese Communist Party and the government’s public service function. The valuetarget of "citizen" of the service-oriented government gives the public-interest socialorganization democratic legitimacy rights of participation in public service, extendingthe development space of the public-interest social organization Clearly puttingforward that it should give full play to public-interest social organization tocontinuously improve the level and efficiency of urban aged-care service. As a result,the construction of the service-oriented government and the old-age service system,become the positive political environment for the cooperative supply of urban aged-careservice. Besides,the rapid growth of China’s economic benefit from the demographictransition in the process of demographic dividend,through public tax mechanism, thegovernment could derive more public financial resources. In addition, the issuance ofwelfare lottery can raise social idle resources. Therefore, demographic dividend and thewelfare lottery issue becomes the positive economic environment for the cooperativesupply of urban aged-care service. What’s more,with the core of “respecting for theelderly”, Chinese traditional culture has play the role of guiding and regulating the actof individual, family, society and government,making old people get the respectthey deserve. As for, formed under inclusive joined-up thinking, Harmony culture willcoordinate the tension of the government and the public-interest social organization,which is conducive to provide seamless service for the elderly. Therefore, China’straditional culture on respecting for the elderly becomes the positive cultural environment for the cooperative supply of urban aged-care service. Urbaninformatization contributes to promote the government informatization and thedevelopment of cyber democracy, which is helpful to improve the governmentalmanagement efficiency and realize the interaction between the government and thesociety through the network technology platform, enhancing the scientific anddemocratic of public decision-making.At last, relying on the information platform ofaged-care service at home in the community, the construction of virtual nursing home,helps to integrate social service resources for the elderly, provide humanistic,socializedand personalized service for the old, and ultimately improve the olds’ quality of life. Sothe Urban informatization and the information platform of aged-care service support thetechnology environment for the cooperative supply of urban aged-care service. Justbecause of the full support from the political environment, economic environment,cultural environment, and technological environment, it is possible to form thecooperation between the government and the public-interest social organization in thefield of urban aged-care service supply in China.Based on the cases investigation and comparative analysis from point to plane, thispaper tries to explore the reality effect and common problems of the cooperative supplyof urban aged-care service from government and public-interest social organization. Atpresent, the realistic effect of the cooperative supply of urban aged-care service in Chinacan be shown that the cooperative supply is able to decrease the cost of urban aged-careservice, improve the efficiency of service supply and service supply oriented thedemand of aged-care service, the cooperative supply of urban aged-care service indeedpromote the elderly’s satisfaction. Meanwhile, the support and trust from thegovernment has promoted the development of the public-interest social organization.However, the plight of the cooperative supply of urban aged-care service could bemainly embodied that small public finance expenditure for aged-care service,lacking ofinstitutional safeguard mechanism, low-degree standardization of cooperationprocedure,the insufficient ability of the public-interest social organization. etc.The ideal state of the cooperative supply of urban aged-care service could bedescribed that the government and the public-interest social organization constitute theoverall open system. In the process of collective action,different cooperative subjects‘resources match mutually, organizational culture fusion,and organizational objectives reinforce each other to maximize meet the service demand of the elderly, and realize theoverall effect of old-age welfare supply optimization. Facing the plight of thecooperative supply of urban aged-care service, the idea of metagovernance advocatesthat the government should play a leading role in a multi-authority management system.So metagovernance emphasizes the importance of the government, and claims thattransform the role of the government to take the governance’s role at the meta-level.From the analysis of metagovernance perspective, the government should improve thelegal protection for the cooperative supply of urban aged-care service; provide thepolicy guarantee to promote the financial support for urban aged-care service; constructthe supervision and evaluation system; establish the public-interest social organization’sparticipating mechanism safeguard at public decision-making on aged-careservice;develop the government’s ability of metagovernance;build the public-interestsocial organization’s ability of supply the urban aged-care service. This paper analyzesthe above paths to move to synergies of the cooperative supply of urban aged-careservice, thus to good governance.
