Although China’s economy is booming, and has become the world’s second largest economy, the country has also entered into a new situation simultaneously dealing with the slowdown in economic growth, making difficult structural adjustments, and absorbing the effects of previous economic stimulus policies in the era of information with complex chanllenges. China must not only complete adjustment of economic structure and transformation of the mode of economic development, but also strengthen the implementation of the Innovation-driven Development Strategy, change our country from the traditional populous nation into a strong country of human resources, and realize the transformation from demographic dividend to talent dividend. Therefore, the cultivation of a large number of high-level and high-quality talents will become effective strategy to deal with current problems.Higher education, as the highest level of education system, effects on every aspect of social development. China has the largest higher education scale in the world, and is in the period of Massification of Higher Education. The development of higher education is playing a more important role in the development of society. Higher education makes infulence to the society and reflects its own value by contributing to many aspects of social development such as economic development, the development of science and technology and social development. The contribution can reflect the level and the value of higher education. So it is necessary to research higher education from the perspective of social contribution, in order to evaluate the development level of higher education and indicate the future development direction of higher education.In this thesis, the social contribution of higher education is investigated in depth. The various infulence and effect which higher education makes to the society is researched from the perspective of social contribution of higher education. Starting from the function and role of higher education, the relationship between higher education and social development has been researched, the means and methods by which higher education makes social contribution in current have been found out. On this basis, from the perspective of model analysis this thesis analyze the social contribution of higher education and higher education resources, and researchs on the evaluation model of comprehensive social contribution and optimization model of resource investment. The main research contents parts as follows:(1) According to the development of human society, the history, connotation and function of higher education is studyed. The interaction of higher education and social is revealed. Based on the current level and the demand of social development, a clear definition of the functions and role of the higher education is maked. On this basis, this thesis studies the way and means by which higher education contribute to the society, and establishes corresponding mapping relationship of higher education function and its social contribution.(2) The scientific evaluation method of social contribution of the higher education is studied, and the evaluation model of the social contribution of the higher education is established. According to the method by which higher education contributes to the society, the evaluation criterion is made and the method of establishing evaluation model is researched. According to the diversity of social contribution of higher education, the comprehensive quantitative evaluation method is proposed.(3) Aim at the optimization of the limited higher education resource, the optimizaiton model of higher education resource is studyed. Based on particle swarm optimization(pso) algorithm, genetic algorithm and improved algorithm, the method of establishing and solving the optimization model is proposed. It provides a theoretical reference to achieve the optimal allocation of the limited education resources.(4) According to the higher education development in Sichuan, the empirical study is made. The overall situation of higher education in Sichuan province is analyzed. According to the actual situations of China and Sichuan province, evaluation model of social contribution of higher education is used to evaluate the situation of higher education development which reflects the nation and the region’s higher education level. The optimization model of higher education resource is used to analyze the current resource investment and their social contribution, which provide certain reference to optimize the allocation of higher education resources. By the empirical study, the models are applied to supply the method and reference for related issues.
