The higher education in China has made great achievements since reform and opening up. However, with the expanded scale of higher education, there has also been a series of problems and contradictions, in which the problem of resource allocation is striking. To be specific, the allocation of educational resources is so disparity in the space and unbalanced in the structure that educational opportunity is inequality and educational condition is different.Essentially, the core of educational policy is to adjust the relations between these various types of interests. Accordingly, the paper is exploring the principles of resources allocation from the level of policies. Three principles should be followed. Firstly, it is significant to understand the contradiction of the limited resources and the unlimited demand. Secondly, Equity priority should be at the heart of policies. Finally, government should moderately intervene to allocate resources.After that, the paper discusses how to achieve the optimal allocation of resources of higher education based on the status of China's higher education resources. Firstly, the primary task is to establish a higher education system adapt to the socialist market economic system. Secondly, investment diversification increases the supply of higher education resources. Thirdly, resource sharing mechanism should be established as sons as possible. Finally, how to build performance appraisal systems in higher education of China is discussed based on observations on performance appraisal systems in higher education of western countries.In conclusion, the scientific development of higher education in China should be guided by the scientific development concept to achieve the strategic objectives of "the improvement of education modernization".?...
