The Calculation And Related Analysis Of The Contribution Rate Of Higher Education In Shandong Province To Economic Growth

After the reform and opening up,higher education in Shandong Province has gradually realized "from small to large",from elite education to popularization and popularization.Now Shandong Province is in the period of new and old momentum transformation.We should grasp the opportunity to implement the strategy of"strengthening the province by higher education" and "double-first-class" construction,improve the overall level of higher education,and then promote the growth of regional economy.Based on the data of Shandong Statistical Yearbook,China Statistical Yearbook and China Educational Finance Statistical Yearbook from 2002 to 2016,the total investment of higher education funds in Shandong Province,the number of faculty and staff in Shandong Province,and the actual growth of GDP in Shandong Province,this study uses Eviews software to invest GDP and higher education funds and human resources in Shandong Province.Then,based on Cobb-Douglas production function and combined with the method of education comprehensive index,this paper calculates the contribution rate of higher education to economic growth in Shandong Province and the whole country,and analyses the development of higher education in Shandong Province.The results of empirical analysis show that there is a co-integration relationship between higher education investment,higher education manpower investment and economic growth in shandong province,and that higher education expenditure has a positive effect on short-term economic growth,higher education manpower investment has a positive effect on short-term economic growth,and higher education expenditure also has a stable positive effect on higher education manpower investment.The calculation results of economic benefits of higher education show that the contribution rates of education to economic growth in Shandong Province and the whole country are 7.90%and 13.99%respectively,and the contribution rates of higher education are 2.67%and 4.35%respectively.Further analysis shows that the reasons for the low level of higher education development in Shandong Province lie in the insufficient investment in Higher Education in the region,the low level and level of higher education in the region,and the disharmony between the professional structure of higher education and economic development in the region.According to the content of higher education development in Shandong province put forward the corresponding countermeasures and suggestions.First,the higher education funds in shandong province should be increased to solve the problem of resource shortage.Second,we should expand the number and quality of university teachers and expand the ranks of high-level teachers.
