Construction and perfection of Public sports service system is the important guarantee of building China into a sports power and Realization of citizen sports rights. "Sports development the 12th planning" has proposed to accelerate the improvement of public sports service system, improve the strategic deployment of public sports service level, and to establish and improve the public sports service system accords with the situation of our country, regional, urban and rural population, equal and sustainable development as a focus on " the 12th Five Year Plan" period for the development of sports cause. At present, in the "12th Five Year" plan before the end of the year, a study on the construction of public sports service system, can inspect the effect of the construction of public sports service system in "12th Five Year Plan" period, find out the existing problems, be as a reference to the undertakings of physical culture and sports 13th planning. Local public sports service system construction problems, solutions, the successful experience and mode can help form public sports service policy and be as demonstration.This paper focuses on the development of public sports service system, no system construction. The paper uses domestic mature public sports service system, taking Zhejiang Province as the research object, by the governance theory, new public management theory, new public service theory as the basis, clarifies the connotation of public sports service system through theoretical study, uses the method of literature, investigation method, mathematical statistics, comparison and logic analysis to deeply research the public sports service system in Zhejiang province, explores the problems and analyses causes with the analysis of the present situation. The paper uses Theil index, DEA model, Malmquist index model, Tobit model to analyze the equilibrium and efficiency of construction of public sports service system, and the influence factors. According to the present situation of the construction of public sports service system, the paper proposes the building of public sports service system objectives, implementation steps and measures in 2020, and analyzes the United States, Britain,Germany and Japan, the construction of public sports service system in developed countries and domestic economy developed regions experience, obtains the beneficial enlightenment.The conclusions of this paper are as follows:1.Public sports service system includes policies and regulations security system, investment protection system, sports facilities service system, sports organization network system, national physique monitoring system, sports information service system etc.. Population aging, rapid urbanization aggravated, more foreign population are challenge of the construction of public sports service system, at the same time, the advantages and opportunities is the rapid development of economy, people’s living level increases rapidly, the social leading management2. It is more of the construction of policies and regulations of public sports service system, but has not formed the standardized system and lack of enforcement intensity of regulations and policies; sports funds and fiscal budget expenditure are out of proportion; Area, between urban and rural per capita sports expenditure gap enlarges gradually; sports lottery public welfare funds is not in accordance with the provisions of the proportion of use; average per million people owning sports ground is higher than the national average, but lower than Jiangsu, Shanghai, Guangdong and Fujian provinces; the number and area of sport venues in urban and rural areas have a big gap, but the area per capita sports venues area equalization degree promote; public sports facilities open rate increased, and the opening of school sports venues the executive effect is poor; sports service presents the Olympic cycle characteristics and the government mainly national movement will form supply sports service; social sports instructor exists training and the use of disjunction, not balanced development; inter regional sports organization number development is not balanced; the sports social organizations degree and development degree is low; national physique monitoring sampling rate and compliance rate is increasing year by year; the area of sampling rate and compliance rate gap narrows gradually, the national physical fitness test qualified rate assumes the drop tendency along with the increase of age, children; Adult male qualified rate is lower than the female, the elderly males than females, the ages of urban residents in the national physique qualified rate is higher than the rural residents; public sports information service content configuration is not reasonable, has not yet formed a crisscross, reasonable and perfect sports information service network. The national fitness path, social sports instructor, sports associations and other indicators of equalization is mainly caused by the low level of differences within the region. And held the national fitness activities times Theil index fluctuated, impact on the total difference is changed repeatedly, the equalization level is relatively low. From the regional internal differences, there are the highest level of equalization in 6 indicators of sport cause funds expenditure, management mechanism of mass sports, sports club, social sports instructors, the number participating in organized fitness activities, the number of host fitness activities in Western Zhejiang; there are the highest level of equalization in 3 indicators of stadiums configuration, the standard rate of the national physique monitoring, Sports Associations in Northern Zhejiang; there are the equalization of the highest level in the national fitness route, the national physique monitoring in eastern Zhejiang, the lowest level of equalization in social sports instructors, Sports Associations, sports clubs, management mechanism of mass sports, the number participating in organized fitness activities, and the lowest level of equal of 3 indicators of area sports venues, the national fitness path, the national physique monitoring compliance rate in Western Zhejiang; the lowest of the 2 indicators of sport cause funds expenditure, national physique monitoring etc. in Northern Zhejiang; there are equalization of the lowest level in held nationwide fitness activities in southern Zhejiang.4. From 2008 to 2012 years, Zhejiang Province Public Sports Service average efficiency change is relatively stable, rising trend, at a high level, in addition to the individual, has not achieved the effective rate, the rest were effectively the input-output efficiency. Hangzhou, Ningbo, Jiaxing, Quzhou, Zhoushan and Taizhou, always keep an efficient state; second is the city of Lishui and Huzhou; located in various regions of the tail of the technical efficiency for Jinhua, Wenzhou and Shaoxing. Fluctuation change is big in Shaoxing, public sports service efficiency between each city in the province is gradually shrinking. On the whole, Zhejiang province public sports service productivity efficiency increased, but the present shock trend. The rate of urbanization, aging rate, per capita GDP and population density had significant positive correlation with public sports service efficiency; the most influential is the aging rate; the population density and per capita GDP have smaller influence on public sports service efficiency.(5) The experience of public sport service system development in developed countries includes:1. changing government functions, actively guiding the participation of citizens and social forces; 2. Paying attention to the multi-level, multi sectoral coordination and provision of public sports service; 3. To form the public sports service public finance and social capital to jointly safeguard the diversified investment pattern; 4. Sports volunteer service in the public sports service system in the developed countries play an important role; 5. Pay attention to the disadvantaged groups and special populations of public sports service supply; 6. The wide coverage of public sports facilities, the diversification of service mode and the high utilization rate of public sports facilities. Successful experience in Guangdong, Shanghai and Jiangsu.
