Research On Public Sports Service Supply Of Hubei Province The Basic Public Sports Service System Demonstration Area

With the promulgation of "Several Opinions on Speeding up the Development of Sports Industry to Promote Sports Consumption," "Thirteen Five Plan for the Development of Sports," and "Healthy China 2030",the national fitness program has risen to a national strategy.It is an important strategic mission to build a well-off society in an all-round way to build a public sports service system that benefits the people,facilitate people and benefit the people.This research takes the supply-side structural reform as the background,taking the supply of public sports services in the demonstration area of basic public sports service system in Hubei Province as the research object,specifically using the methods of documentation,interview,field research,questionnaire and mathematical statistics Method to carry out empirical research on the status quo of public sports service supply and the construction of demonstration area in the basic public sports service demonstration area in Hubei Province and in combination with the advanced experience of domestic and foreign public sports service system construction to propose the optimization suggestions of public sports service supply in demonstration area of Hubei Province,Trying to establish a scientific and efficient public sports service supply mechanism and exploring the institutional measures that can be implemented within the province.Through research,concluded as follows:1.The study is based on the logic of answering the questions such as "what is supplied","supplied by whom" and "how is it supplied",and focuses on "model innovation" and"mechanism construction" to gradually describe the supply of public sports services from the inside to the outside Analyzes the current situation of public sports service supply,reveals the plight of public sports service supply,and explores the path of public sports service supply optimization.2.The research scientifically uses the combination of qualitative analysis and quantitative analysis.On the one hand,the theoretical basis of public sports services,such as the new public management theory,the new public service theory,the public choice theory,the polycentric governance theory Combing and interpretation,to build a theoretical framework for the study.On the other hand,based on the literature and on-the-spot research,this paper analyzes the current situation and supply modes of public sports service in basic public sports service model demonstration area in Hubei Province through quantitative and inductive methods,analyzes the restriction of the construction of public sports service system in demonstration area Disadvantages and obstacles.3.Hubei Province,the basic public sports service system demonstration area of public sports facilities continue to improve;sports organization network gradually improved;sports carried out in various forms;social sports instructors team continues to develop;public sports information publicity continued to improve;national constitutional health monitoring steadily.However,there is still insufficient supply of public sports services,unbalanced supply of public sports services,blockages in the implementation of public sports service policies,imperfect institutional mechanisms of public sports service provision,unequal distribution of financial rights and powers of public sports services,etc..4.Hubei Province,the basic public sports service model demonstration area initially established a limited market-based supply model,the basic form of direct government supply,government procurement,contractual contracting,authorization,grants and other social sports organizations,supplemented by cooperation,voluntary supply As a supplementary multi-agent joint supply model.5.Based on the above analysis,this paper proposes an effective way to improve the supply mechanism of public sports service in the demonstration area of basic public sports service system.First,improve the public sports service decision-making mechanism.Second,innovate the supply mechanism of public sports service.Third,improve the public sports service input mechanism.Fourth,strengthen the public sports service supervision mechanism.Fifth,establish a public sports service evaluation mechanism.
