Educational decision-making has been the hottest topic of academic research in recent years. Furthermore, the educational decision-making of head teacher directly affect the quality of school. However, it is facing unprecedented challenges and difficulties, which also obstruct the work of school, increase the managing cost and tarnish the image of head teacher.The article chose varieties of new theories of decision-making as the foundation, referring to school management standards of compulsory education (trial edition), with methods of the combination of formal theory and empirical research, qualitative research and quantitative research, systematic analysis and comparative research, to study the decision-making of head teacher in middle school. Additionally, the research put forward a point of view that decision-making of head teacher in middle school should embraced two area-inner decision-making and outer decision-making. This study selected some head teachers and teachers of middle schools in J District in Wuhan as samples. From six aspects of inner decision-making, four aspects of outer decision-making and the value of decision-making, the study analyzed the current states and problems, as well as advanced the reason and suggestions.The main part talked about the implement of investigation on the inner and outer decision-making of head teacher. The previous one embraced whole analysis, comparative analysis and characteristic factor analysis on six area-institutional construction of modern school, enhancing the quality of teaching, teacher professional development, promoting the comprehensive development of students, the building of campus culture and creating harmonic environment of learning. The latter one paid attention to another four area-carrying out educational policies, embellishing social image, allocating educational resources and dealing with public crisis. Then, the author compared the subjective answers and objective results in questionnaires to find out their consistency. Interview and case study also were brought into this study to find out the value decision-making of head teacher from ethnic decision-making, organizing decision-making, cultural decision-making and decision-making of humanity. Two opinions were concluded. First, the difference between modern schooling constitutional construction, allocation of educational resources, dealing with public crisis and teacher’s recognition is significant. Then, teachers didn’t recognize the importance of decision-making of head teacher in modern schooling constitutional construction. Second, the factor of gender didn’t affect head teachers to make decision, while age and professional titles being the significant factors, of which the older, the more approving.The last part revealed the difficulties and influencing factors of decision-making of head teacher. Six difficulties were concluded:the pressure from entrance examination, the asymmetry of rights and responsibilities, the singularity of accessing standards, lack of creativity, the pressure from students and teachers and incapability of budgeting and using money. Then, the author interpreted the inner and outer factors from the perspective of theory, institution and subjectivity. At last, the study proposed some suggestion to improve the decision-making of head teacher in middle school from the three ways of self-changing, inner schooling administration and the outer environment improvement.
