Evaluating college teaching is not only an important measure for the government and educational administration departments to strengthen the management, promote the construction and guarantee the education quality, but also an important way for universities and colleges to improve teaching ability and students learning quality. Since the reform and opening up in China, we has made remarkable achievements of the evaluation theory and practice in colleges and universities. However, there are many difficulties that most of those pay close attention to teaching rather than learning, which are difficult to reflect the real situation of college teaching and learning. Therefore, the measures about avoid the shortcomings of evaluation, deepening the evaluation into the teaching and learning, guiding teaching reform, to advancing the growth and development of students are the central issues of this research.The learning-centered evaluation of college teaching is from the perspective of students learning to value the college teaching-learning activities and the outcomes, in order to promote the continuous development of students. The evaluation includes three aspects:firstly, the learning and development of students is the basic purpose and destination of the evaluation. The purpose of evaluating college teaching is to promote the development of college teaching and learning, and the latter is the fundamental purpose and destination. Secondly, the students learning outcomes are the core content of the evaluation. The evaluation should focus on learning outcomes rather than the resources and condition, the student’s learning experience and outcomes need to be paid more attention than the teacher’s behavior characteristic.Thirdly, the evaluation should strive to be comprehensive, therefore, environment for promoting students’ learning is also worth attention. College environment, teaching program and curriculum design, etc., all are needed to support and promote the students learning.The learning-centered evaluation of college teaching based on constructivism learning theory, the university teaching paradigm, effective teaching and college impact theory. It advocates teaching philosophy from offering teaching to product learning, the purpose of evaluation is development rather than management strengthen the separated relationship between teaching, learning and evaluation is becoming integration. What’s more, evaluation standard should focus on "learning "rather than "teaching". Because of the different evaluation objects, the contents and the complexity of learning-centered evaluation of college teaching are different. The index system of institutional evaluation, curriculum evaluation and teacher evaluation in the case are different with each other, but also have a common feature, that is learning is the center. The students learning outcomes can be divided into several aspects, such as college, specialty, curriculums and so on. The setting of the students learning outcomes needs to follow the certain rules. Based on this, this study constructs a learning-centered evaluation framework. The basic idea of this framework is that the evaluation should emphasize on the students learning, includes the students learning outcomes and the learning environment. And we try to construct the content system of the evaluation of classroom teaching.In order to obtain more comprehensive teaching-learning information, the learning-centered evaluation information sources mainly include the students learning outcomes assessment, student evaluation, peer evaluation, expert evaluation and self-evaluation. There are a variety of evaluation methods and tools, including curriculum examination, large-scale learning assessment tools, student portfolio, assessment scale, student questionnaire survey, classroom evaluation tools, interviews, classroom observation, teaching material evaluation, teacher portfolio evaluation, self-evaluation list, etc. Each evaluation method has its own advantages, which also has some limitations.In addition to the transformation and improvement of the evaluation value orientation, content, methods, the learning-centered evaluation is also required the four aspects of mechanisms to ensure the implementation process. The construction of good evaluation feedback mechanism, power mechanism, security mechanism, and meta-evaluation mechanism, are the important factors to ensure the smooth development of evaluation.
