After the popularization of higher education,with the expansion of higher education,the quality of education is paid more and more attention.Assessment of College students' learning outcomes has become an important trend in university education quality assessment in the world.The external Assessment system of American College Students' learning outcomes is to set a good example for other countries all over the world.After a period of development,the United States has established a relatively perfect assessment system of College Students' learning outcomes,which made outstanding contributions to the improvement of the quality of assessment in the United States.This paper uses literature method,comparative analysis and case analysis method for the collation and analysis of American College Students' learning structure and operation mode of the external assessment system.Based on the evaluation of College Students' learning outcomes,this paper is going to draw lessons from the United States.And put forward some suggestions on how to assessment and select the best university and the first class in China.This paper is divided into six partsThe introduction explains reasons of choosing this question,the research significance,the domestic and foreign research summary,the related concept definition as well as the research mentality,the method and the innovation place of this article.The first chapter reviews the development history of American college students learning assessment system,which Experienced the formation,development period and maturity.There is a clearer understanding of the assessment of College Students' learning outcomes from the edge to the center.The second chapter is the theoretical basis,which analyzes the components of the external assessment system of American College Students' learning outcomes from five aspects: the main body of implementation,the content of assessment,the method of assessment,the tools of assessment and the use of assessment results.The third chapter is the case analysis.Take measuring tool as an example,“inter university students' learning results assessment(CLA)” to analyze the operating mechanism of the external assessment system of American College Students' learning outcomes.And Attempt to present a dynamic understanding of the external assessment system.The fourth chapter summarizes the external assessment system of American College Students' learning outcomes,which is characterized by the main body of the assessment,the comprehensive assessment content,flexible and diverse assessment methods,and the effective use of the assessment results.The fifth chapter tries to put forward some reasonable suggestions on the construction of the assessment system which is based on the external assessment of the learning outcomes of college students in China from the third aspects of perfecting the assessment mechanism,taking into account the results of the study and related learning process,the development of a variety of assessment tools in line with the characteristics of China,to strengthen the evaluation results and the relationship between decision-making and so on.
