Research On Management Model And Operation Mechanism Of Green University

According to Chinese fundamental realities of development mode transformation and industrial structure adjustment, low-carbon economy road is imperative. At the Third Plenary Session of the 18 th Central Committee of the Communist Party of China ecological civilization construction was put forward. We must establish a systemic and complete institutional system of ecological civilization, and promote the harmonious development of human and nature of new pattern of modernization construction. University campus itself is densely populated regional ecological system, meanwhile, in the field of education, universities are responsible for the triple mission of education, scientific research and social services. Green university construction not only has practical significance, but also has far-reaching educational significance.Since Tsinghua University proposed the construction of Green University in 1999, the study and practice on energy saving, environmental friendly and green campus construction has been launched in the country. The Ministry of Education and the Ministry of Housing and Urban have done a lot of work, but also implemented a number of projects about campus energy-saving and emission-reduction. From a practical point of view, many colleges and universities in China have a great achievement in Green University building, especially in energy saving and environmental protection technology and campus greening, but there are still insufficient in terms of overall management and operation mechanism of Green University which are the breakthrough point of this paper. After clearing and defining related concepts, objects and problems, the paper set to study.First one, synthetic study of Green University management and operation mechanism. First of all, the domestic and foreign literature was wrote up, after reviewing the theory and summarizing the experience of construction practice. On this basis, this paper summed up the basic elements of the green university management and built a basic management framework, through the large sample survey of several universities relevant actors of investigation, then made the empirical analysis on management of green university, participants, organization structure, job content and the relationship between involvement and implementation effect. The management and operation mechanism of green university, which insists "university is for the social service ultimately " as the starting point in the historical process of ecological civilization construction and sustainable development of society promotion. It has the follow benefits: to promote environmental education in college students; to cultivate students’ conceptof sustainable development and the consciousness of active participation in public management and quality; to enhance university interact with enterprises; to take advantage of the university of enterprise knowledge spillovers; to improve the efficiency of enterprise innovation and ability by the use of scientific and technological innovation; to promote the sustainable development of enterprises and society; through the establishment of energy conservation and emissions reduction green campus construction as a regional environmental samples of green culture, in turn, to affect the community, city and even the whole society.Second, this paper focus on the study of green university environmental education based on behavior decision model. The characteristic factors about environmental education of college students is be considered, and the influence factor and path on the decision model for environmental behavior is revised. And then the number of colleges and universities large sample student survey data for structural equation model analysis is used to explore the influence factors of university students’ environmental protection behavior and specific path, for providing a theoretical basis, and making recommendations for environmental education and related policy development and universities.Third, this paper focus on the study of green university scientific research and service based on spatial knowledge spillovers. In the strategic background that the eighteenth people’s Congress had put forward "innovation driving, endogenous growth, structural adjustment and green development", the provincial panel data from 2006 to 2011 of the university relevant to the research and development, enterprise and regional development was usesd. On the one hand, using the analysis method of spatial econometrics, focuses on the Chinese university of knowledge spillover effect of enterprise technology innovation and political industry-academic cooperation for the promotion of enterprise technology innovation. On the other hand, using the panel data analysis method, discussion in-depth on how to use market to organize the collaborative innovation from theoretical and empirical, promoting the university science and technology innovation, knowledge innovation and knowledge overflow, and put forward policy suggestions on green university how to promote the whole society sustainable development the in scientific research and services.Fourth, this paper focus on the study of green university support system and quality management system. Combing the domestic and foreign relevant theories and practical experience, the paper sum up the construction of green university and index evaluation system, design the corresponding simple and feasible evaluation method.Fifth, this paper focus on the study of green university promote city and the social development mechanism. Through the path to the urban development, direction and driving force, the relationship between green university and city development driving force is explored. The green university power transmission mechanism to promote the development of city and fusion instance Tianjin university green campus construction and urban development has been illustrated.
