Research On Development Financial Assistance Idea And Management System For Poor Students In Colleges And Universities

Education is an important basis for building a harmonious socialist society. But at this stage, because regional income disparity and family income gap still exist, some students from low-income families cannot afford the university tuition fees. In order to promote education fair and promote the coordinated development of education, the State Council of the People’s Republic of China promulgated Views on the Establishment and Improvement of the Financial Assistance Policy System for Poor Students in Undergraduate Universities, Higher Vocational Schools and Secondary Vocational Schools in May 2007. Then, in order to develop both the financial assistance system and the poor students, the dissertation put forwords a new idea referred to as ’development financial assistance idea for poor students in colleges and universities’, and tries to build and discourse a new management system correspondingly by using modern management theories and modern management methods.In the course of deeply and comparatively researches on the origin and the evolution of different financial assistance ideas, the dissertation gives a definition of development financial assistance idea for poor students in colleges and universities, and suggests that colleges and universities should take the balance of financial assistance fair and financial assistance efficiency as the rule of management. The questionnaire survey and experimental analysis has researched typical colleges and universities’financial assistance level and financial assistance strength, financial assistance fair and financial assistance efficiency, and respondents’actual consumption level and consumption structure. Though the questionnaire survey, the dissertation reveals many misunderstandings in the couse of colleges and universities’financail assistance activities.
