In the background of Chinese high education system’s reform and universal, the problem of college students’poverty has been gradually prominent. In order to effectively control the social impact of this problem, the government has gradually developed a funding policy for this part of the students. As a welfare policy, the subsidy policy for poor college students is designed to allow more people to share the educational resources and the benefits of economic development, but the design flaws of the existing policy still exist, especially in terms of funding identified object and it has affected the execution of policy.Therefore, this article will research on the problem of the recognition of poor students in universities in Shanghai and a system should be designed to address this problem. With a series of practical investigation and analysis on the Shanghai’s university students from poor families, this article will extract a relatively universal applicability of criteria and indicators, and then build a recognition system for students from poor families. Through the corresponding empirical analysis, the system uses 1 absolute indicator and 11 referiential indicators related to the recognition, combining the data analysis and manual verification difficult, and to effectively improve judgment accuracy of college student by the "early warning-verification-recognition" approach.The overall structure of this paper is as follows:Chapter one describes the background, the theoretical basis and reviewed relevant to this research paper.Chapter two analyzes the existing aid poor student’s policy of Shanghai and describes the specific meaning of the recognition system set in this paper.Chapter three reviews the identify indicators of process selection and design of the questionnaire for the degree of student’s financial difficulties, and established the five universities,15 secondary colleges, the sample size of 900 questionnaires, as well as the implementation of quota random sampling methods.Chapter four establishes 11 referiential indicators including the 3 aspacts of expenditure information, background information, and income information with the analysis of the empirical survey data,Chapter five discusses the specific construction methods of the recognition system, and to identify the relevant sample test in order to prove that the system has the function of effective screening for poor students.Finally, chapter six briefly summarizes research conclusion and discusses the deficiencies existing in the research and then propose research prospects in the future.
