With the continuous improvement of the market economy system, higher education in our country has also reformed in colleges and universities gradually. The scale enlargement of the college entrance examination enrollment also makes the demand of poor students become the social problems. In order to promote education fairness, and with "Don’t let a student drop out of school due to family financial difficulties" as the goal, the state has staged a series of poor student aid policies, which has formed a relatively perfect mixed funding system in colleges and universities. Good effects have been achieved. But in the process of implementation this system gradually exposed some problems and the Financial Assistance management system also presents some disadvantages.This article fully analyzes the current college students aid policies and system. Under the guidance of public management theories, present situation of poor students in higher vocational colleges is analyzed on Hefei public finance management with in-depth; With questionnaires, interviews and other forms, funding problems are analyzed in the management of poor students existing in state-owned higher vocational colleges in Hefei, and thus some countermeasures and suggestions put forward specifically. This thesis includes the following six parts:The first part of this thesis is Introduction. The purpose and significance writing this paper are introduced first, then research status is summarized at home and abroad, and the main content of the research is determined, in view of the content by the methods of searching materials, case, questionnaire survey and interviews,etc; The characteristics of the research and innovation are brought about on the basis of the interaction between theory and practice.The second part is the overview on financial Assistance management. The relevant concepts are defined; The theory of public management of the financial assistance management related is expounded; Under the theory above, evolution to the funding for poor management, system composition and significance are analyzed.The third part mainly illustrates the present situation of finance assistance management for poor students from public higher vocational colleges in Hefei. Two public vocational colleges chosen are as investigation object, After designing the questionnaire survey, distributing and handing in questionnaire, analyze the valid questionnaires, and draw a comprehensive conclusion to the present situation of finance assistance management for poor students in public higher vocational colleges in Hefei; Analyze the office setting of fund management institutions, grasp the comprehension of the aid policy, and broaden the ways to the honesty-credit education, and present the achievements in fund management at the end.The fourth part focuses on its problems of the financial assistance management existing and its reasons. According to the status quo analysis, summarize the problems existing in the financial assistance management as follows:firstly, fund management process is lack of law so the rights and interests of the poor students can not be guaranteed; secondly, the core issue of finance assistance management for poor students is to recognize who is really in need of the financial assistance; Its mechanism is not scientific and stagnant which lead to unfair results; As the carrier for finance management, funding agencies is not scientific in formation so the executive force is weak; Operation mechanism is not sound and phenomenon of honesty-credit crisis is outstanding, so the student loans can’t be achieved to every poor students who need it. Work-study management system lags behind; Fund management problem is involved with separation between spiritual education and financial assistance. The ideological and political education of poor students are ignored as well as the mental health education and honesty-credit education.The fifth part is about putting forward countermeasures for improving the poor financial assistance management. Aimed at the existing problems, countermeasures are made to consummate the financing management; Accelerate the process of finance legislation, make sure the administration procedure abiding by law; Speed up the pace of informatization construction, under the government-led, set up the integration of network information system involved with the parties as colleges, local financial sector, financial institutions, the public security departments, civil administration departments, the neighborhood or village committee, students’ families and students, solving the problem of difficulty in pointing out the real poor students; Perfect the construction for finance organization agency; set up a performance evaluation mechanism, and improve the operation mechanism of student loans; Work-study management system keep pace with The Times and material support should develop collaboratively with spiritual support.The sixth part is to draw a summary to the study on the problems and cou ntermeasures of public financial assistance management for poor students in pub lic higher vocational colleges in Hefei, and comes up with some suggestions.It is the inherent requirement of education equity theory to further study on problems and countermeasures of financial assistance management for poor students in public higher vocational colleges in Hefei, which has practiced the theory of human capital investment, promoted the application of the theory of equal basic public services, reflected the rationality of the cost sharing and compensation theory and developed important theoretical significance of the theory of public management. The scientific development of financial assistance management system has improved the steady development of education enterprise, ensured that the poor students can complete their studies smoothly, which means important practical significance to cultivate high-quality talents with high skills for regional economy development.
