| In this study,by using the research methods of literature,expert interviews,expert advice,the oretical analysis,mathematical statistics and logical analysis,based on the definition、structure and function analysis of mass sports,starting with the allocation of resources theory,the self-organization theory and the concept of scientific development theory,pointing out the target model that China’s evaluation index system of mass sports development,defining the concept of "mass sports development".On this basis,studing the allocation oretical of resources for mass sports and summing up of a series of features,laws and principles of the mass sports resource allocation system elements,structure,operation mechanism,as well as relations with the external environment,in order to lay a solid foundation to build China’ s evaluation index system of mass sports the development.The indicator system includes a target layer,layer three criteria,9 sub-criteria layer and the program layer covered by 17 indicators.Mass sports development evaluation is just mass sports development status evaluation.Mass sports resource allocation system is analysis and understanding of deep-seated on mass sports system based on the theory of the allocation of resources.Mass sports resource allocation system state evaluation can act to measure behavior of the allocation of resources,and reflected through the effectiveness evaluation of the configuration behavior.Mass sports evaluate the effectiveness of the allocation behavior of resources carry out through the two aspects of the ability and efficiency to configure the behavior,this study,15 provinces mass sports development as the empirical object of study.the provinces of the overall development of mass sports and allocation behavior efficient of mass sports resources are researched.The main conclusion of the study are as follows:1.China’ s development overall capacity of mass sports and the various indicators of the eastern region has emerged,and the central and western regions gradually weakened,and the eastern region in these areas with a larger gap between the central and western regions.2.social environment system and the mass sports system,the correlation coefficient as high as 0.968,with the input-output system, the correlation coefficient was 0.947,with the input system,output system correlation coefficient 0.869,0.864,respectively,highlight the social environment system to the masses sports system’s tremendous role in promoting.3.China’s mass sports allocation efficient of resources behavior shows that central and western regions are stronger,the eastern region is weaker.At the same time,the eastern part of the majority of indicators the average s~-、s~+,as well as the residual value of input and the output shortfall values are significantly higher than the central and western regions.This shows that the eastern region provinces are more serious, and central and western regions areless in the waste behavior of allocation resources in the mass sports.4.China’s mass sports resource allocation responses:Mass sports will be included in social development planning,speed up the development of mass sports;The transformation of government functions,the construction of public service-oriented government to resolve the mass sports cause of the people’ s livelihood;Adhere to the leadership of the government to strengthen the effective system of supply and create social of space,broaden the supply channels of mass sports services;Provinces form the capacity enhancing of intensive in mass sports;Build a mechanism of mass sports systems of resource allocation;Speeding up the development of grassroots sports associations,strengthening the building of mass sports human resources;Awareness-raising,advocacy for the development of mass sports information resources and creating a good cultural atmosphere to create the conditions;Constantly optimize the socio-economic environment and promoting of mass sports career and the comprehensive,coordinated and sustainable development. |
