Study On Mass Sports Resources Evaluation Index Systems In Urban And Rural Areas In China

Social equity is an important part of building harmonious society, sports fair as the extension andmanifestation of social equity in the field of sports, is the important means and ways for China to realizesocial fairness.Sports resources is an important material foundation and guarantee conditions to satisfy oururban and rural residents to participate in sports activities, to enjoy sports culture, to strengthen physicalhealth.Because of the development gap between urban and rural in all aspects for a long time, resulting inunfairness also exist between urban and rural mass sports resources. In order to strengthen and promote theorderly and sustainable development of urban and rural mass sports，the development of urban and ruralmass sports resources must toward the direction of fair allocation. However, the gap between urban andrural mass sports resources can not be measured, it can not achieve the standard of a fair allocation, is notconducive to the government’s macro regulation and control of the mass sports resources allocation. Byconstructing the evaluation index system of China’s urban and rural mass sports resources, to conduct anempirical analysis about the status of all aspects of the urban and rural mass sports resources, to usequantifiable indicators for quantitative detection on the fairness of the urban and rural mass sports resources,objective assessment of the gap between urban and rural mass sports resources, then it will contribute to thedevelopment of urban and rural mass sports, to lay the foundation for the integration of urban and ruraldevelopment of sports.By using the method of literature, expert interview method, Delphi method and mathematicalstatistics method, from the perspective of learning resources, we systemically research and probe into theconnotation, classification and evaluation contents of urban and rural mass sports resources.Reference toprevious relevant research achievements,we preliminarily established evaluation indicator system of urbanand rural mass sports resources; And through interviewing experts of the sports science and sociology, weconstructs evaluation indicator system of urban and rural mass sports resources; and using analytichierarchy process (AHP) to determine the weights of the index system.The results are as follows:1) Set forth and defined the meaning of urban and rural, mass sports, resources, sports resources, mass sports resources, sports resource assessment, the related concepts of urban and rural mass sportsresources assessment.etc.2) By the classification of sports resources to classify mass sports resources，and accordinglydetermine the content of mass sports resources. On this basis to introduce the construction principle and thegeneral method construction, specifically structure the evaluation index system of China’s urban and ruralmass sports resources.3) The evaluation index system of urban and rural mass sports resources is composed of5firstlevel indexes, including human resources of mass sports,mass sports material resources,mass sportsfinancial resources, mass sports organization resources and mass sports information. It also include12second level indexes and23three level indexes: mass sports administrative staff, social sports instructor,mass sports facilities, government finance, sports lottery investment, mass sports organization construction,mass sports information service.etc. Per capita outdoor public sports grounds area, fitness morning andevening exercises point number.etc.4) The relative importance of each index in the entire evaluation system was calculated by AHP,obtained the weight of each index in the evaluation index system of urban and rural mass sports resources.From the final weights we can be seen that mass sports material resources are the most important resourcesin the evaluation index system of urban and rural mass sports resources. It is a preliminary attempt tostructure the evaluation index system of urban and rural mass sports resources, to strive for objectivity andfeasible. With the development of mass sports, the index system remains to be further researched.
