Research On The Index System Of Performance Evaluation On University’s Assets And Resource Allocation

Under the back ground of the continuous expansion of higher education and theinsufficient total amount of the state financial education funding, how to optimize the assetsof the university internal allocation of resources, so as to improve the teaching efficiency, is ofthe utmost important problem to be solved by the government, society and universities. Assetsresources rational allocation is an effective mean to improve the efficiency of assets and theperformance is an important tool for evaluation of asset allocation. Therefore, research on theperformance of the asset allocation of resources is of great necessity.With the functions of talent cultivation, scientific research and social service, disciplineis the basic unit of universities. Discipline construction brings together the common of humanresources, material resources and financial resources and affects every aspect of theconstruction of the high level university. Its development level is to measure the level ofhigher education and also an important symbol of comprehensive strength. Therefore, theevaluation purpose of promoting the development of the discipline construction has importanttheoretical significance and practical significance on the research of performance evaluationon university’s assets and resource allocation.This research mainly adopts the methods of comparative research, literature research,survey research and statistical analysis. On the content structure, the first part elaborated theresearch background, significance and the present situation of related research at home andabroad, and then defines the university discipline, performance, and the connotation ofcollege assets resources. The first part also analyzes the input-output theory and performancetechnology theory, and the theoretical significance on the performance evaluation onuniversity’s assets and resource allocation. The second part, compares the index system ofperformance evaluation and its characteristics of colleges and universities from the domesticand foreign institutions, and also summed up the reference and significance on establishingsubject oriented resource allocation performance evaluation index system. The third part,under the guidance of the set up principles of evaluation index system and from the generaland particularity of subject construction perspective, preliminary set up evaluation indexsystem. By using the method of Delphi Technique and expert commenting to modify the index system, this research then determine the final evaluation index system. On this basis,the research makes a deep analysis on the meaning, characteristics, types, structure andselection standard of the Index System of Performance Evaluation on University’s Assets andResource Allocation.The fourth part uses the data to verify the index system.The innovation of this study is based on the perspective of subject construction and aims topromote the discipline construction. This research builds the discipline oriented evaluationindex system, enriches the evaluation perspective, expands the evaluation content, perfects thestructure of evaluation, and extends the connotation of the evaluation.
