In March 2019,the "Notice on Further Strengthening the Supervision and Service of Sports Events" promulgated by the State General Administration of Sport stated that it is necessary to strengthen the supervision and service of sports events;and the 46 th document issued by the State Council,"On Accelerating the Development of Sports After the relevant documents on "Several Opinions on Promoting Sports Consumption in the Industry",various parts of the country began to actively respond to national policies,and mass sports events showed a "spurt" growth.However,the state and the government are investing in the relevant sports special funds,and their mass sports events lack a corresponding competition supervision system;the competition management measures are insufficient,and the institutionalization of the establishment,supervision and incentives of the competition is not perfect,and there is a lack of professional three parties.The organization conducts event evaluation;there are also missing situations in competition performance management.Therefore,mass sports events will inhibit their development due to the chaotic market order,which will result in the government departments not being able to directly evaluate the development of mass sports events and lack of relevant scientific guidance.In view of the needs of the government and the market,the article takes the basic situation of Shenzhen's mass sports events as the starting point,and combines the imperfections of the bidding,supervision and acceptance of the mass sports events in Shenzhen and the lack of attractiveness of the incentive system.Research methods such as data method,expert survey method,mathematical statistics method and inductive method,combined with expert opinions and evaluation experience,carry out two rounds of expert questionnaire indicators on the basis of scientific,systematic,feasible and comprehensive principles.Screening.After comparing the statistical analysis of the average number,standard deviation and coefficient of variation of the expert questionnaire,the three grade evaluation indicators of the paper were determined.Select relevant experts to conduct a hierarchical questionnaire survey,and use the AHP analytic hierarchy process to conduct matrix judgment and statistical calculation of weights at all levels.The final conclusions are as follows:(1)Established a government-funded mass sports evaluation index system,namely four first-level evaluation indicators: bidding system,supervision system,guarantee system and incentive system;9 secondary evaluation indicators: event bidding,event declaration,audit evaluation,event supervision,event acceptance,policy support,organizational security,fund management and grade awards;33 three-level evaluation indicators.(2)Establishing the weights of each index in the government-funded mass sports evaluation index system,that is,the weights of the four first-level indicators: the bidding system(0.1007),the supervision system(0.5863),the guarantee system(0.2419),and the incentive system(0.0711)9 secondary evaluation index weights: event bidding(0.0137),event declaration(0.0227),audit evaluation(0.0643),event supervision(0.2869),event acceptance(0.2994),policy support(0.1165),organization guarantee(0.0840),fund management(0.0415)and grade reward(0.0711);33 three-level evaluation index weights.(3)The evaluation of indicators is verified by case.The article passes the "2018 Guangdong-Hong Kong-Macao Children's Balance Car Carnival" and the "2019 National New Year's Elevation Fitness Conference(Xi'an Mountain)Mountaineering Competition" as an example,and carries out an example verification of the weight index.The final monitoring effect is reasonable and scientific,and the weight result is passed.Expert and consistency testing.Moreover,it is considered that there is insufficient promotion of competitions in the mass sports events in Shenzhen;the finishing of relevant conferences and documents needs to be strengthened,and there are insufficient phenomena.Other aspects have performed well.
