This dissertation regards the regulatory system as its main object,on the basis of theoretical analysis,the author mainly focus on the necessity and feasibility of the diversified forms of regulation,discuss the correct orientaion of administrative regulatory in order to achieve China’s effective supervision of professional football.The main points are as follows:1 The Professional Football regulation is definited the total activites that the authoritative department of professional football performs the supervision and management of the access of the professional football,and other activities,such as competition and the authoritative body of patiticipation in the professional Football,so as to protect the order of professional football market and safeguard their legitimated acts.2 The theoretial basis of the professional football regulatory is that: market failure theory;the external theory;theory of imcomplete competition,the theory of public goods,asymmetric information theory.3 the interior reason of the regulatory of professional football is attributed to the following reasons,such as information asymmetry;the nature of granted public goods of professional football;the false competition,the corrupt referees,soccer gambling,related clubs,and so on as other irregulary acitivities.;the exterior nature and the imcomplete law of professional football.4 the main problems could be summarized that the inadequate administrative supervision;the inperfect regulatory law;the absence of self-regulation and the absence of media supervision.5 the deficiencies of administrative regulatory of professional football are behaved that the dislocation of regulation;the surplus responsibility;the unknown function and manner of administrative regulatory;the unreasonable deposition of adimistrative power;the lack of regulatory authority and the surplus scope of administrative regulatory;the inadequate perform of the duty according to the requirments of regulory.6 the regulatory system of Professional Football should include four aspects,that is the administrative regulatory,the regulation of law, the self-regulation and the media supervision.among the four aspects, the regulation of law is located the highest level,the administrative regulation of governments is located the second level,the self-regulation is located the third level,and the media supervisition is free from the football market and regulatory organization,while it plays a positive and unique role in the regulatory system of professional football market.7 The historical logic of professional football regulatory is:the defect of market mechanism lead to market failures,which bring about the inadequate constraints to the market body,the inadequate regulation of market will lead to the law regulation,at the same time,the incompleted law results in the lack of constraints on the market bahavior,the inadequate constraints lead to the introduction of administrative regulatory,in simple terms,that is:the defects of market merchanism of the professional football—the inadequate constraints of market—the self regulatory—the law regulatory—the administrative regulatory.8 the equilibrium model of the regulatory system of Professional Football is described as:(MAX) E = E(L,G,S,M),the basic meaning of the function is that:the net income(E) from the overall regulatory of professional football market is decided by four factors,that is law regulatory(L),the government adimininstrative regulatory(G),the self regulatory(S)and the media regulatory(M).9 The reform orientation of the regulatory system of professional football include the following aspects,the first is to accurate the position of the administrative regulatory of the Chinese Football Association,and strengthen its initiative legislation and law enforcement;the second is to set up the Professional Football League of china,enhancing the independence of the self-discipline organization to play the regulatory role,the third is to protect the regulatory right of media to perform the special role in regulatory of professional football market.10 The path options to optimize the regulatory system includes that the running mode should be changed from "government" to "private";limiting the scope of administrative regulatory to balance the regulatory power; shaping the self-regulatory body,and protecting the supervisory power of media.
