On The New Type Of Rural Public Service System In Contemporary China

Since the Third Plenary Session of the Eleventh Party, the great practice of rural reform has greatly mobilized the enthusiasm of hundreds of millions of farmers, greatly emancipated and developed the rural productive forces, and fundamentally improved the majority of farmers’ production and living conditions. The economy and society of rural area in China has undergone tremendous and profound changes. Especially after entering new century, the overall level of public services in rural areas has improved significantly with the constantly increasing agricultural input by central and local governments. However, the construction of rural public service system is still lagging far behind; one of the main reasons that caused this problem is the serious Balkanization and decentralization of public governance in rural area; and the trend of inequality in basic public service, such as education, medical treatment, social security, infrastructure construction between urban and rural areas, and among different regions hasn’t been suppressed effectively; the current rural public service is still unable to meet the growing needs of famers. Under the guidance of the public service theory of Marxism and the spirit of the 17th National People’s Congress and the fifth Plenary Session of the 17th Central Committee, This thesis uses "the Service Triangle" model as frame, and has an in-depth and systematic analysis of the problems of the current new type rural public service system from the perspective of holistic governance, and finally proposes political advices of great practical value for the establishing and perfecting the social security system the theoretical basis, main content, criterion and operation mechanism of the new type of rural public service system.This thesis consists seven parts, that is, introduction, five chapters and conclusion. Introduction gives a brief introduction to the reasons, significance and perspectives of this thesis, determines and analyses a number of important concepts related and the research status home and abroad in the academic circle, and briefly comments on them.The first to the fifth chapter are the core of this thesis. Based on the relation of "general-devide-general", the first four chapters and the fifth one are separated into two parts. The first part is about "the Service Triangle" mode in correspondence to the four subsystems and the operation mechanism of the new type rural public service system, the second part is about relevant studies on the new type rural public service system based on "the Service Triangle" mode.Chapter one discusses the concepts and features of farmers’ public needs, deeply analyses the general condition and the facing problems of the current rural public service system in China, and explores the type, the degree, the differences of farmers’ needs of public service and its expression-content-feedback mechanism. Chapter two reveals the policy criterion of the new type of rural public service system from the process of the formulation, implement and supervision of the policies of rural public service and the vertical and the lateral dimensionalities. The third chapter describes and analyses the progress, current situation, prospect and conducts systematic research into issues such as the general framework, functional module, basic process and key technology of the new rural public service platform used in the integrated governing to "city-county-town-village". Chapter four dissects the deep-rooted reasons causing the predicaments that the quality and payment of the basic rural public service staff is generally low and the team is instable. In addition, this chapter analyses the optimal path for the personnel allocation, performance appraisal, encouragement, professional ethics and team culture construction of rural public service staff. Chapter five, based on "the Service Triangle" model, makes monographic study of the perfection of the service system of public culture, elementary education, public health, basic social security, infrastructure and environmental protection, public employment, disaster prevention and control, public security etc. in rural area. Conclusion part, based on the summary of research results, clarifies the primary standards and practical point of strength for the government to establish and perfect the new type of rural public service system, prospectively structures the policy strategy for strengthening the construction of primary-level service-oriented government and promoting butt joint of urban and rural basic public service.The innovations of this paper are mainly reflected in the following aspects.1.Original concepts and unique perspectives. This thesis uses "urban-rural integration and the promotion of equalization of basic public services in rural areas" as concepts and surveys the problems of Balkanization in current rural public service system in China, deeply researches the theoretical basis, operating mechanism and the function of subsystems of the construction of the new type of rural public service system on the basis of "the Service Triangle" model.This research concept and perspective has greater novelty when compared with the findings of the same kind in china.2. Advanced analysis tools and methods. This paper surpasses the assorted research set pattern which takes specific public service items as main research objects. Instead, it follows the "the Service Triangle" model analytical framework that represents the characteristics of western modern service management, makes comprehensive use of various advanced research methods of social sciences and natural science such as institutional analysis, empirical analysis, statistic analysis, demonstration check, comparative analysis.3. Unique theoretical construct. At present, China is in the critical transient period from the ending of "the Eleventh Five Years Plan" to the formation of" the Twelfth Five Years Plan ", so it is desiderated to delimit the scope of nationwide rural public service by data acquisition and detection and establish national standard for the new type of rural public service system in order to achieve the coordination of rural and urban development and the equalization of basic public service. This paper tentatively concentrates the subsystems and its corresponding application criterions of new type rural public service system into a kind of holistic strategy consists "farmers’ need system "," public policy system", "the service platform system" and "the human resources system". This research method embodies distinctiveness in domestic academic circles.4. Practical policy proposals. This thesis makes monographic study of the perfection of the service system of public culture, elementary education, public health, basic social security, infrastructure and environmental protection, public employment, disaster prevention and control, and public security etc. in rural area during the 12th five-year-plan scheme, and clarifies the primary standards and practical point of strength with strong applicability for the government to establish the new type of rural public service system.
