Our Party and government always pay great attention to the three-dimensional rural issues concerning agriculture, countryside and farmers. China's modernization ultimately depends on the modernizations of agriculture, countryside and farmers. Beginning from different kinds of contradictions, which influence the rural development. We insist the scientific outlook on development for the sake of solving the issues of agriculture, countryside and farmers basically. So far, the rapid increase of all farmers' public service have become conspicuous contradictions in rural basic administration and become one of the constraint elements to the development between rural and urban areas in harmony. There's close connection between overall rural backwardness and public service supply at less developed level which due to the imperfection of rural public service system, therefore, there's no doubt significance to probe into the construction of rural public service system by means of the combination of theory and practice. It's useful for solving three-dimensional rural issues, moving forward socialist new countryside construction successfully, shortening the gap between urban and rural areas and constructing harmonious society.Firstly, this paper introduces the relevant theories on analyzing rural public service on the basis of limiting core concepts, reflects the changes of Chinese rural public service system since the founding of our People's Republic of China and supplies the successful methods and experiences in respect of rural public service in some countries. Secondly, this paper analyzes universal problems and formation causes according to a great deal of data and proposes the conception of innovating Chinese rural public service system. Currently there generally exist some issues on rural public service such as the total investment insufficient, the structure of supplying and requiring imbalance supply and distribution irrational, the efficiency of resources utility low and so on. There're several reasons such as officials at different levels are defective in ideological understanding, governments at different levels are irrational in the investment mechanism, defective in decision-making mechanism of public service and imperfection of administration legal system and so on. For the sake of changing the current conditions of rural public service mechanism of rural public service, which fully embodies the will of the farmers and takes account into both efficiency and justice so that the farmers participate in the processes of decision-making and productivity and the government only regulates and arranges producers. Government, non-governmental organizations, profit-making organizations and individuals all can become producers to form a closed circuit. The involvement of the fanners and separation of the government powers are prerequisites of realizing the mechanism. However, the reality in China is that social organizations remain immature and government function requires further conversion. Therefore, governments have to reform as following: converting government public service ideas, reestablishing government image, constructing diversified supply system of rural public service so that the government, non-governmental organizations, profit-making organizations and individuals all can become supply main parts, setting up rational perfect rural public finance system, optimizing decision-making mechanism of public service and perfecting the evaluation system of rural public service. The reality significance of the paper lies in trying to establish more perfect rural public service mechanism which aims at productivity development, substantial life, cultivated customs and democratic administration under the guidance of treating farmers as citizens and improving supply efficiency and justice.
