But on the whole, agriculture public services are still lagging behind the level of public services, agriculture in developed regions, The supply of public services is still lagging behind the pace of overall economic growth rate in the region, the supply of quantity and quality of Agriculture public services is far from the reality on the needs of rural residents. These practical problems have seriously restricted the development of agricultural modernization in the region. The real reason is mainly related to the absence of unreasonable institutional design and not carried out the direction of Socialized change, In other words, the degree of that is lower, this makes the integration power from the local government, agriculture-related associations, agricultural enterprises in the provision of agriculture public services is not reasonable. In addition, the poor natural production conditions of Northwest which further worse the degree of difficulty in supply of agriculture public services.This paper analysis from the perspective of real difficulty in supplement of Agricultural public services in Northwest China. Fully learn experiences in providing the Agricultural public services from Japan, the United States, Germany and other developed countries, On the basis of research in the real cases, from perspective of multi-center governance theory, on the basis of Triple Helix model to analysis the respective roles and functions among the Government, leading Agricultural enterprises and cooperatives. And through a rational positioning interactive development of the three, to build a new type of agriculture public service system, so as to improve the efficiency of public services, and have an important role in promotion the agricultural production and farmer's income. At the same time, with the support of government and the help of agricultural enterprise, the development of cooperatives in the region not only can the farmers cultivate the awareness of democracy and cooperation, but also have great significance role in solving the "three rural" problems and promoting the new rural construction as well.
