Integration And Development Of Regional Medicine Industries In Northeast China

Medicine industries is a high-tech industrial groups with a high degree of integration of multi-disciplinary advanced means and technology,involving public health,social stability and economic development.From 1978 to 2008,after 30 years of reform,China’s Medicine industries has undergone tremendous and rapid change.In the past 30 years,China’s Medicine industries has been growing faster than gross domestic product.From 1978 to 2007,average annual increase of pharmaceutical industrial output has been 16.8%,becoming one of the fastest growing industries in the national economy.At present,Jilin and Heilongjiang are the two mainly representative places of Medicine industries cluster in Northeast China.In recent years,the development of Jilin Medicine industries is relatively concentrated and has formed a industry cluster with Tonghua,Changchun and Yanbian city as the center.In 2005,the Changchun City was approved the first batch of national bio-industry base by the National Development and Reform Commission,and Changchun City and Tonghua City was approved as“National Medicine export base”by the State Ministry of Commerce.In December 2006 and December 2007,Tonghua and Changchun were awarded respectively state-level“science and technology Trade and Innovation Foundation (biomedical)”by the Ministry of Commerce,Science and Technology.All of these has laid a solid foundation for the Medicine industries cluster building in Jilin Province.This paper attempts to make an empirical research on the Medicine industries cluster in Northeast in the beginning of northeast Medicine industries forming to to reveal the meaning of sustainable development clusters,and to establish the sustainable development indicator system of the cluster.Meanwhile,the paper identifies and evaluates the sustainable development ability of the cluster,and make an analysis of the relationship between and industry cluster and industry concentration,aimming to the over-scattered phenomenon of Northeast Medicine industries development.The paper will prepare in theory and create in practice the“Commonweal of industry clusters”objective of Northeast Pharmaceutical raw materials,R&D,production and marketing integration,separately from the upgrade of the value chain within enterprise,as well as the establisment of cooperative network with downstream production and marketing enterprises,the upstream raw material suppliers,the government’s strong support and macro-control.The main contents of this article are as follows:In Chapter I,the introduction part staes the main research background,research content,research structures,research methods,the main innovation points. In Chapter II,this paper starts from a study on the industry group theory at home and abroad to explore the interaction between the industry cluster and the external environment as well as the relationship between the composition within the cluster to achieve sustainable development objectives.Industrial cluster is an important form of industrial organization,a large number of facts have proven that it is through the development of industrial clusters that make industry sustainable development.The key to achieve the sustainable development of industrial clusters is to improve the capacity for sustainable development cluster.This study is to start from the capacity for sustainable development of the industrial clusters to find solutions for the sustainable development of industrial clusters.In Chapter III,the paper mainly studies the rapid development of the Medicine industries and industrial cluster in Northeast Medicine industries trends in Northeast China.The integrated development of industrial clusters in Northeast can help to improve overall competitiveness.The chapter makes an analysis of Northeast Medicine industries and its current situation and problems of the development of cluste,and describes macro operation mechanism of Medicine industries in Northeast.On this basis,the paper further analyzes Northeast Medicine industries concentration status and influencing factors by constructing a model of the Medicine industries concentration.The fourth chapter,this chapter proposed the creation of clusters pharmaceutical enterprises in northeast China idealized model of the Commonwealth of style that can be integrated resource sharing-based integration model and the complementary advantages of an integrated model of the Medicine industries to build the northeast region of the Commonwealth-style enterprise clusters.According to the actual situation in Northeast China Medicine industries,pharmaceutical companies to build the Commonwealth-style clusters can be achieved in stages,the first phase can be carried out the first unified market development,the second phase to establish a unified raw material base,the third phase of cooperation in research and development of new products,the first four stages in the production of a more closely linked.This chapter built the Commonwealth of indicators of sustainable development type enterprises cluster system,and proposed the use of artificial neural network method to the Commonwealth of enterprise clusters to evaluate the sustainable development ability.In Chapter V, studies show that: cluster integrated development is a forward-looking, pioneering and comprehensive system engineering,and has a decisive,comprehensive and long term impact on the Medicine industries development,pharmaceutical brands shaping and regional economic development.This chapter designs and studies the consortium-style integrated development path of the cluster framework,and describes the the guiding ideology,objectives,principles and content of clustering integrated development.On this basis,the paper makes an analysis of the relationship between the main elements of in the industrial cluster,and describes the effect evaluation of the development of the cluster integrated and monitoring assurance systems.In Chapter VI,the Commonwealth-style cluster of the industrial chain upgrade pathes vary due to different types of industries.This chapter describes the general substance of industry value-chain management features,as well as the industry value chain upgrading concrete ideas.Through technology diffusion model and the Medicine industries clusters and technological innovation and empirical research , the paper summarizes technological innovation and application under the industry cluster,further points out that the effects of upgrading industrial value chain on sustainable development for the cluster,and proposes cluster development model,upgrade model,value chain management strategies,as well as the initial upgrade from industrial clusters to the regional innovation system.In Chapter VII,this chapter staes the development history and current situation of Northeast Medicine industries network,and makes a further theoretical study of evolution paths and mechanism of the industrial network,including the company’s network capacity and network evolution of social capital,and finally,analyzes the enterprise networks knowledge,information,technical resources,flow and utilization.In Chapter VIII,this papermainly studies administrative division,improper use of government functions,the internal conflicts of interest are the major obstacles and risks for the construction of Northeast Medicine industries cluster.Among them,the risk of administrative region division includes lack of coordination and economic center of economic uncertainty due to administrative interest segmentation,the risk of improper use of government functions relates to excessive government interference risks and the risk of frequent changes in government policies,interest conflict between enterprises within the industrial cluster the risk of excessive competition,lemon effects and the crowding effect risks.As results of the evaluation of the above risk by means of the index system showes that the most important risk is the risk of conflict of interests within industrial clusters,among which,the crowding effect is the most likely risk.Papers focuses on these integration risks identified shortcomings of government functions,information asymmetry,corporate partnerships not working together,as well as industrial clusters are small areas of the main causes the causes,and suggests perfecting governmental functions,forming open industry development of the network system,and creating a specialty brands such as measures to avoid the risk occurring.In Chapter IX,with the deepening of reform and opening up,and the increasingly fierce competition after China’s accession to WTO,Medicine industries has gradually established a market economic system,seized the opportunity of the revitalization of northeast old industrial base to reform the existing market structure in order to resolve the these probelem such as“market decentralization,local separatist regimes,by small-scale circulation of the order of chaos,the overall competitiveness of the weak”and so on.Strengthenning government management is the only way to make the management of the entire Medicine industries more coordinative and effective,and also is a must to adapt to the new competitive situation,to promote and enhance the core competitiveness of the northeast pharmaceutical companies.
