Research On The Innovation System Of Cross-administrative Regions In Northeast Of China Based On The Industry Cluster

With regional innovative capability as a decisive factor to access economic advantage in competition, regional innovative system has become the strategic choice to improve the regional innovative capacity, enhance regional competitive capacity, and achieve rapid development of the knowledge economy.The centralization of enterprises and formation of industrial clusters have played an inreplaceable important role in regional economic development.As powerful carrier of regional economic development, industrial clusters hava become an important tool to improve competition of regional economic. At the same time, the basis and target of innovation are the development of industries,and the internal factors of industrial clusters is technology association.Therefore, industrial clusters have an inherent and profound relation to construction of innovation system.Under such a background,it has important practice to research innovative activities from the perspective of combining industry clusters and regional innovation.With the "revitalization of the old industrial bases in northeast China," The three northeast provinces have been formed industrial development mode with the characteristics and their own industrial clusters in accordance with their own natural resources advantages.It is a significance to strengthen inter-provincial regional cooperation to enhance regional innovative capability through constructing regional innovation system of Northeast based on industry cluster.In this paper, the construction of cross-regional innovative system of northeast region based industry cluster is divided into two leves.One is the construction of regional innovative system based industry cluster in their own administrative areas.The research in this area mainly concentrate in vertical linkages in regional innovative system.The context mainly includes the sections of innovative enterprises,innovative structures and innovative departments in regions and the interaction and mechansim of constituent elements.The other level is the construction of regional innovation system across the Northeast.The research in this area mainly concertrate horizontal relation of the regional innovative systems. The context mainly includes the interaction and mechansim of constituent elements of regional innovation system in diffierent area.Based on the theories of industry clusters and regional innovation,this paper makes research on construction and implementation of inter-regional innovation system based industrial clusters in northeast of China,and focuses on the following issues:1. The operating mechanism and characteristic of inter-regional innovation system as well as the formating mechanism of industrial cluster.2.The formation,operating mechanism and characteristics of f inter-regional innovation system based on industrial clusters.3.Analysis to the development of industrial clusters of northeast in China.4.Analysis to the development of regional innovation of northeast in China.5. The construction and operating mechansim of across-regional innovation system based on industrial clusters.6. The measures to implement across-regional innovation system based on industrial clusters in northeast of China.According to the above issues, on the basis of relevant literatures on regional innovation system and industrial clusters at home and abroad,this paper makes research and definition to regional innovation system and industrial clusters,explores their formating conditions and operating mechanism,takes thorough analysis to regional innovation system in northeast from science and technology resources, innovation system and the innovative ability,constructs across-regional innovation system in Northeast based the status and trend of development of industrial clusters in order to illustrate its operating mechanism.Finally the measures are put forward so as to the implementation of across-regional innovation syestmen of the northeast in China from five aspects including integration of regional economic, technological innovation platform, mechanisms of prompting innovation, innovative awareness of institutions of college and scientific research, intermediary service system and so on.The paper mainly includes eight chapters.Chapter 1, Introduction.Based on an important social status and current urgency, summarizing the outcome of relative research on regional innovation system based industrial cluster, the theoretical value and practical significance of paper are illustrated. Moreover, the main content, logical structure and research methods are arranged.Chapter 2, Summary of research outcome.The existing theories are summarized from four aspects including national innovation system, regional innovation system, the inter-regional innovation system and industrial clusters.Then the concept of across-regional innovation system is put forward based on status and trends at home and abroad in order to provide theoretical support.Chapter 3, Summary of across-regional innovation system.From the general theory of innovative system, the concept, characteristics and types of acorss-regional innovation system are defined.Then the evolutionary process of across-regional innovation system is analyzed.Finally the operating process of across-regional innovation system is revealed from knowledge flow,industrial clusters and spatial agglomeration.Chapter 4, theorical analysis to across-regional innovation system based on industrial cluster.From the perspective of industrial clusters, across-regional innovation system is analyzed.On the foundation of analysis to concept and formating conditions of industrial clusters,the concept and characteristics of across-regional innovation system are illustrated,then the formating mechanism is revealed from interest-driven, selection of location, evolvement of system and promotion of policies.After it,the mechanism is illustrated by network learning and coordinated innovation.Chapter 5, has two main parts, namely, industrial clusters of innovative models and industrial clusters of innovation process. Industrial clusters of innovative models have five, including the innovative model contract, the project partners innovative model, the base model innovation cooperation, the cooperation model innovation and research companies innovative models. Industrial clusters of innovation process is divided into five phases, for the exchange stage, the competition stage, the stage of cooperation, sharing stages and the evaluation stage.Chapter 6, has two parts. Firstly, analysis to regional innovation system in northeast.The scientific and technological resources are analyzed from three aspects including human resources of science and technology, fiance and innovative platforms. Regional innovation systems are made up of college, research institutions, enterprises and technological market.The innovative capacity of northeast areas is analyzed from innovative enterprises, the role of government services, research institutions as well as innovative environment, Secondly analysis to industrial clusters in northeast.From the definition of industrial clusters,on the foundation of analysis to industrial clusters in the Yangtze River Delta and Pearl River Delta,the existing problems are put forward through method of location quotient. The regional innovation system is a major development trend of industrial clusters in northeast of China through research on the relation between regional innovation system and industrial clusters.Chapter 7, Construction and analysis of across-regional innovation syetem based on industrial clusters in northeast.The processs of analysis is developed from four aspects including the path, basic framework, operational mechanism and measures.In this process,innovation of clusters is the path to regional innovation,the basic framework is made up of education and training institutions, R & D institutions, enterprises, intermediary organizations and goverments. Operational mechanism is made up of characteristics and logical model.The measures are put forward so as to the implementation of across-regional innovation syestmen of the northeast in China from five aspects including integration of regional economic, technological innovation platform, mechanisms of prompting innovation, innovative awareness of institutions of college and scientific research, intermediary service system and so on. Chapter 8, the conclusion of research and expectation. This chapter Summarizes the main conclusion of research, and makes clear decision of follow-up research according shortcomings of paper.
