A Research Of The Function Of Government In The Process Of The Economic Sustainable Development Of The Resource-based Cities

From the 1970s, since the part of the resource-based cities in China are gradually drying up. The original economic structure of urban already can not adapt to the development of market economy, the resource-based cities which need to carry out economic transformation, will achieve of urban economy. In the economic transformation process, government, which should choose what function and provide what service, is the key to achieve economic sustainable development of the resource-based cities.In this article the author has analyzed the existing problems of local government's function with the expectation of providing some opinions for the changing government's function of resource-based cities. There are mainly three parts in this article. In the first part, the background of this article are the sustainable development of resource-based cities and building a service-oriented government. The author has analyzed the concept and characteristics of the resource-based cities and the government's functions. The author also introduces the sustainable development theory, regional economic development theory, the circulation economic theory, pigtail industry follow-up type theory and service-oriented government theory. In the second part, the author points out that economic sustainable development of the resource-based cities need transform the existing government functions into service-oriented government functions. And the author also analyzes the role of the transformation of government functions in sustainable economic development of resource-based cities. And put forward ideas to the transformig strategy of government function from theory of the service-oriented government. Finally, according to the proposed strategy demands, the author puts forward concrete suggestions on transforming function.
