Dongying City, With the development and construction of Shengli Oilfield,that 80% of Shengli Oilfield's oil and 85% of reserves'production focused on this city, and oil economy share 42% of the city's of total economic output,which is a typical oil citiy. In addition to this, Dongying is the center of the Yellow River Delta, which is rich in land, oil and gas, water and brine resources. How to achieve sustainable development, has been a major issue factor. In 2009, the State Council officially approved the "eco-efficient Yellow River Delta Economic Zone Development Plan", will be the construction of the Yellow River Delta, a national strategy for the development of Dongying has brought great historical opportunity.In this study, the research is object in Dongying City.Several theories have been summarized about the development of Resource-based cities.This study is based on analysis of current economic development and the feature of situation of Dongying. Analysing the contribution of three industries by The grey related analysis, and obtaining the feature of industrial structure and the contribution of three industries. Through the analysis of urban-rural gap in Dongying, summerizing the current development of the existing problems of social dualism. It also introduced several ecological problems faced by Dongying. Factors that constrained the sustainable development of Dongying were concluded in the end: single and unbalanced industrial structure, binary structure of society and serious ecological problems.This research give recommendations to Chinese resource-exhausted cities in the future development, which also has strong policy implications. At the end of this research,some measures have been given for the development of Resource-based cities.
