Study On Regional Modern Agricultural Development Planning

Modern agriculture is the only way for the agricultural development in China. In recent years, modern agricultural development has been a key work of the Party and government and also a core question for the agricultural scientific researchers. A series of environmental and social problems has been kept on appearing for the lack of agricultural development planning. What’s worse, the agricultural development has been out-of-order for a long time. It is not in conformity with the connotations of modern agricultural development. In addition, the modern agricultural development planning lacks of a perfect theory and method system, which is another factor that restricted regional modern agricultural planning. The studies on the modern agricultural development planning have certain theoretical and realistic significance for the agricultural planning practices and agricultural sustainable development, etc.The paper constructed the system of regional modern agricultural planning based on the theories of regional planning and modern agricultural development. It also discussed the guiding significance of the classical theories for agricultural development and planning; And then, the paper built a method system of modern agricultural planning by referencing and applying other subjects methods in planning process; Finally, the author validated part of the studies with four different types of planning practices and discussed the actual problems on different types of regional modern agricultural planning.Firstly, the paper argued that the connotations of modern agriculture include the following aspects: modern agriculture has certain relativity and innovation compared with the traditional agriculture; It is the technology intensive agriculture which needs science and technology support; It involves many fields of other industries; It is a multifunctional agriculture with highly marketized, commercialized, efficient, sustainable and organization modernized.The theory system of regional modern agricultural development planning includes general planning theories (regional planning theories) and modern agricultural development theories.Regional planning theory mainly includes the representative theories of Garden City, system theory, rational planning theory, pragmatism planning theory and humanistic planning theory and the theory of balancing urban and rural development. They are general planning theories and have strong guiding meanings to the regional modern agricultural development planning; The basic theories of modern agricultural development involve agricultural economy theories, agricultural development theories and agricultural ecological theories, including agricultural location theory, agricultural development stage theory and agricultural sustainable development theory, etc. The theory system makes the directions of the researches and planning of modern agricultural development and solves the actual problems of modern agricultural development and planning. Secondly, this paper took planning process as the main study line, and discussed the main different methods in order to construct the method system for regional modern agriculture development. In the first instance, the paper introduced the concrete preparations for planning and expounded the contents and methods of the field investigation. It discussed the methods of building database based on GIS and questionnaires statistical analysis in office operation, discussed the methods of SWOT, mathematical statistics, GIS spatial analysis method for planning analysis, made use of general planning methods and participatory methods for planning scheme design. At last, this chapter introduced the basic methods of(?)tions planning in later work. It supplemented the methodology researches of regional modern agricultural planning.Thirdly, the paper demonstrated four different types of empirical researches to discuss the actual problems of regional modern agricultural development planning.The first example was the county modern agricultural planning in Shenyang City. It took the process as "survey-comprehensive evaluation-index analysis-planning". On the basis of collection and social investigation, this chapter built the comprehensive evaluation index system of county modern agriculture in Shenyang that based on the AHP and Delphi methods. Calculating the comprehensive evaluation scores of counties in Shenyang by the SIM, the evaluation result is that the period of county modern agricultural development is in rapidly developmental phase. And then, combining the ralative theories about agricultural economy, agricultural development and agricultural ecology, the chapter put forward some planning advices on the basis of the two-level index analysis result.The second example was urban agricultural planning in Fanhe, Tieling City. The research process was "survey-SWOT analysis-functional positioning-development thoughts-planning and design". Combine with the agricultural multi-function theory, analysis the strengths, weaknesses, opportunities and threats of Fanhe’s urban agricultural development comprehensively. The chapter declared that the functions of Fanhe urban agriculture consist of industrial economy function, ecological adjustment function, leisure and sightseeing function, culture and science function, radiation and demonstration function. The chapter discussed the developmental thoughts and planning suggestions of Fanhe urban agriculture in these aspects: spatial layout, characteristic industrial, facility agriculture, leisure and sightseeing agriculture, new rural construction and service system, etc.The third example was characteristic agricultural development planning of Changtu County. It took the "questionnaire survey-feasibility analysis-advantage and problem analysis-planning and design" as the process and method. The chapter analysed the advantages and the problems of the agricultural production and peanut industry on the basis of questionnaire investigation, and discussed the practicability that take peanut as the characteristic agriculture. At last, the chapter put forward corresponding planning ideas and suggestions combined with agricultural economy related theories.The fourth example was the modern agricultural management information system based on GIS. This chapter preliminarily discussed the GIS application in the modern agricultural management and planning in the aspect of system design, database construction and system applications for Duanjia Town, Heishan County. The system did not only manage the data and materials of modern agriculture, but also assist in making decision and planning design.Finally, the paper summarized these above studies, pointed out some deficiencies and put forward some thinking train for the later research. It can provide reference for the research and practice of regional modern agricultural planning in our country.
