Study On Planning Of Modern Agriculture Park In Hebei Province

Modern agricultural park construction is to promote agricultural modernization of China, a strategic measure to speed up the construction of a new socialist countryside. Governments at all levels attach great importance to the construction of modern agricultural park, proposed various preferential policies. Some provinces have established a number of distinctive modern agricultural park. There are an increasing number of agricultural park with advanced technology. Also, operational mechanism of modern agricultural has innovated. Those modern agricultural park play important role in regional economic development. However, compared with advanced provinces, there are some problems in the development of Hebei’s modern agricultural park, such as the plan of the long-term development is not clear, the lack of a systematic plan on industry and construction layout. All the weakness mentioned above affect the park economy and social benefit.This paper explored the current development of modern agriculture in Hebei park from the perspective of status quo of modern agricultural park construction, the achievements and the problems in the development of modern agricultural park. The core issue is that the overall building concept is relatively backward and the master plan is not in place. From the concepts of guiding ideology, basic principles, planning and positioning, planning concepts and building goals, this paper use comparative analysis to analyze five modern agricultural parks’development plan. And the results show that in the preparation of the plan of modern agricultural park, we should refer to the national and local policy and planning as the rule. Also, combined with the county’s overall development plan, we can makeup guiding principles, the development of ideas, strategic objectives, spatial layout and security system. Modern agricultural park construction plan should in accordance with local economic society and the overall requirements of agricultural development planning. The layout of modern agricultural park shall be open, distinctive and various. The resources condition and ecological environment shall be representative. Guiding ideology, basic principles of strategic positioning, planning concepts, the overall goal, specific objectives, planning and layout are closely linked. On this basis, this paper put forward some advices to improve the development of modern agricultural park from the functional orientation and zoning, the basic services infrastructure construction, the development and demonstration of science and technology, the organization management and evaluation, comprehensive benefits five aspects.
