Research On The Development Planning Of China International Modern Agriculture Innovation Park

In2012, under the grant of Ministry of Science and Technology of the People’s Republicof China, Yangling Agricultural Hi-tech Industries Demonstration Zone (“YanglingDemonstration Zone” in short) was titled “China International Modern Agriculture InnovationCluster” and Yangling Modern Agriculture International Science&Technology InnovationPark (hereinafter referred to as “International Innovation Cluster”) was identified withNational Science&Technology International Cooperation Base. Those help Yanglingincreasingly get its strategic weight in the field of international cooperation of modernagriculture, and meanwhile, they indicate that Yangling Demonstration Zone is committed toanother historic mission endued by the central government. However, how to construct anddevelop International Innovation Cluster becomes a major topic we confronted with in arather long period of time. Undoubtedly, the development planning will be a guide to thefuture work. Therefore, to make a good short-term and long-term planning development evenan overall and local planning development has already become the key issues thatInternational Innovation Cluster shall follow and solve.The thesis explains the important role of innovation in promoting and upgrading theglobal scientific and technological development, analyzes the main content of the scientificand technological innovation strategy which our country is implementing with. Besides, onthe basis of the analysis of development processes of hi-tech zones throughout China, thispaper summarizes the critical position of hi-tech zones in pushing forward the technologicalinnovation and economic development, and clarifies the historic responsibilities and missionsof Chinese Hi-tech Zones as well. Furthermore, combining the current construction anddevelopment situation of International Innovation Cluster with other Hi-tech Zones’ advancedexperiences, the thesis puts forward the following suggestions for the development planningof International Innovation Cluster. That is, to take up the agro-talent highland throughbuilding training and exchange platform; to perfect innovation platform through absorbingnational and international innovation resources, and to establish business start-up incubatorsby emphasizing carrier construction; to strengthen the carrying capability of the clusterthrough the construction of agricultural industry park and special industrial bases, etc. and toboost the international cooperation, and the influence of demonstration and popularization at last. At the same time, the thesis proposes the corresponding operation mechanisms andcountermeasures for developing International Innovation Cluster. On the basis ofconsolidating own strength, International Innovation Cluster should improve its soft and hardenvironment of international cooperation, enhance its ability of attracting and absorbing thedomestic and overseas modern agriculture hi-techs, industries and good operation modes, thenrealize demonstration and popularization, and ultimately promote the international influenceof Yangling. In this way, Yangling Demonstration Zone could better accomplish the historicmission endowed by the central government.
