China is in the process of land market reform,building a unified construction land mareket,increasing farmers’ income and balancing urban-rural development:The most important things of this process are letting farmers obtain differential land benefit,sharing most fruits of urbanization and industrialization.The law and policy must support farmers’ land ownership and their right to using land.We should allow and encourage farmers to participate in the rural industralization,to share the land benefit.We should also ensure that farmers are the main winner of land transfer income.After all these,farmers will benefit from their ownership of land.Government’s monopoly of land market and administrative allocation of construction land have much disadvantage.In this case,we will be unable to restrain the local government’s occupation of land.What should we do to reform the land market?In my opinion of view,we must allow rural collective construction land to enter the market directly.We must proceed the integration of urban and rural construction land.We must reform these things,such as government macroecomic regulation,tax integration,income distribution,legal system integration and intermediary service integration.After realizing the integration of urban and rural construcion land market,we can protect farmers’ right to land property.Urban and rural development will be harmonious.In this paper,urban-rural construction land market integration,we do deep and systematic research of current urban-rural construction-land market integration.We analyse the basic theory,and investigate the specific practice.We also thoroughly analyse the operation mecharism and our country’s macro-environment.In the meantime,we draw lessons from foreign country’s experience in land market construction.This paper’s aim is to explore a good model of construction land market,which is in line with Chinese conditions,and then,to provide a theoretical references close to economic reality for our country’s land reform.
