Study On Compensation Standards In Construction Land Requisition And Willingness To Accept Of Landless Peasants

With the continuous progress of China’s industrialization, urbanization and modernization, to a certain extent land demand of urban construction which is increasing day by day needs resorting to imposing the rural collective land. However, due to growing scarcity of land for construction, flaws and contradictions that exist in the current applicable land expropriation continue to show. It has a very important practical significance that how to find a balance between this subjective standard of landless peasants willingness in the land area and the objective compensation standard of government, in order to establish a compensation mechanism to execute more conveniently.Taking Taigu County of Shanxi province as an example, we take the actual data of the annual output value and integrated land-value on land acquisition and survey data oflandless peasant in Taigu County as a research object, using the method combining the qualitative and quantitative analysis, land valuation method,for example the market comparison method, GIS technology and other methods,quest and analyse the compensation standards situation of construction land requisition; the actual research on compensation standards about land requisition in Taigu County;analyze the important factors which affect the willingness of landless peasants; research the gaps and conflicts between actual calculation results of compensation standards in land requisition and subjective criteria of landless peasants.The main conclusions of paper are:clarify and determine the basic theory of compensation standards in construction land requisition; o explore the methods on scientifically and rationally establishing the compensation standard in construction land requisition; investigation and analysis on willingness of the landless peasants in land area; on base of summarizing problems of land acquisition compensation,to pose building compensation mechanism in construction land requisition.At the same time, there are some problems:different compensation standards may produce a variety of problems in land acquisition; conflicts of compensation standards in construction land requisition; the synchronous adjustment of relevant supporting policies; the minimum living security system and health issues of landless peasants; dispute resolution system for land compensation and resettlement issues.
