Innovation of Enterprises-Universities-Researches Cooperation (EURC) is the core content of China’s independent innovation strategy, is a important way that transfers research fruits into productivity to achieve their value and economic benefits, and is the key for enterprises to make technology innovation and enhance core competitiveness.Since the1990s, the development of world economy is characterized as: economic globalization is deepening, international cooperation becomes more frequent, world’s industry is restructuring, and technology is becoming the core competitiveness, then, a new round of industrial transfer takes place. However, in the industry transfer, if industry undertaken districts focus only on price as well as facility, but cannot provide a high level of technical support services for the transferred enterprises, it will probably result in the industry hollowing. Under this background, establishing a new innovation system of EURC which is adapted to the massive scale industry transfer, optimizing the industry structure, and improving the capability of independent innovation, is a feasible strategy for the industry undertaken districts to achieve the high-speed sustainable development.The study is developed as follow:1. Technology gradient and innovation system of EURC. Analyze China’s technology gradient level from quantitative aspect based on grey system theory, and draw the map of China’s technology gradient for the first time. Study the dilemma of China’s technology transfer, and suggest that the way that getting rid of the low level competition such as price&facility war and establishing&optimizing innovation system of EURC to provide a high level of technical support services for the transferred enterprises is a feasible strategy to achieve the high speed sustainable development which can avoid industry hollowing.2. Research on interest distribution mechanism of EURC. The interest distribution mode in China’s EIRC is that enterprises pay the total expense to buy research fruits from research institutes, and the mode in Europe and USA is percentage payment based on the interest. Compare the two modes and find the reason why total-payment-mode is prevalent in China. Analyze the different modes from profit max aspect, and find that the percentage-payment-mode is more useful to increase enterprises’profit. At last, give a reasonable percentage based on Nash Negotiate Model.3. Research on government incentive mechanism for EURC. Analyze the incentive mechanism implemented by government which is Matthew Effective, and find that government’s support to the medium and small size enterprises can enhance the social welfare. And there is a critical point when government supports big size enterprises, if the support surpasses the point, it will decrease social welfare, which will result in a waste of public resources.4. Research on innovation efficiency of science and technology. Employ Series Network DEA to analyze the innovation efficiency of science and technology in the only national demonstration district for industry transfer of China-"Anhui-Yangtze River City District" based on separating the innovation process of science and technology into technology development and technology application, and make cluster analysis according to the characteristics of efficiency, then find the difference of efficiency among the cities or key industries is high. There is distinction between the two stages of the same city or key industry, and in most key industries, the transformation and industrialization of innovation fruits is unsatisfactory, which makes the economic benefits of the fruits cannot be achieved completely.5. Research on generic technology symbiosis. Analyze why the development of generic technology is stagnant, and study the generic technology symbiosis zone of Anhui-Yangtze River City District based on symbiosis theory.Finally, propose the concept of support system, bring mechanism、environment and policy into this support system, and construct new innovation system of EURC.
