Risk management is a deep-rooted problem, in recent years it gradually becomesthe focus of the world. Economic globalization makes the enterprise facing externalcompetition environment more complexly, especially since2007when the UnitedStates rekindled the financial crisis in the context of the global spreading.All reasonsmentioned above made business operators all over the world have to re-examine therisks of the enterprise. As for telecom operators, how to deal with the increasinglycomplex internal and external environment, enterprise system to implement the riskmanagement is quite important and necessary. This paper combined with nationalcharacteristics of telecommunication industry, mainly content the theory and themethod of enterprise risk management,here are my works:1.The research of enterprise risk management basic theory. Summed up thepractices of enterprise risk and risk management about the development of the theoryat home and abroad, the specific contents are:(1) From the definition of the enterpriserisk concept,do the research of how the enterprise risk management to improve theenterprise management performance.(2) Analysis the concept of enterprise riskmanagement (ERM). Comb development and produce process of enterprise riskmanagement, expound the enterprise risk management concept and method.(3)Introduced evaluation Index Syste of the enterprise risk, including Analytic HierarchyProcess (AHP), Gray Theory analysis method and the problems that should be paidattention in the process of applying.2. This paper based on the research of theory about enterprise risk management.First of all, using PEST analysis, the value chain analysis, analysis external andinternal environment for Chinese telecom operators. Secondly, identify enterprise riskof Chinese telecom operators,form the enterprise risk diagram of Chinese telecomoperators. Finally, construct enterprise risk evaluation index system of Chinesetelecom operators.3.The research of the organization and implementation of the ERM about ChineseTelecom Operators. Including designing the strategy, function and process, internal control and external supervision mechanism and enterprise culture of their ERM.4. Case analysis. Take China Mobile for example, using the theory from practice,combine the theory of about Cinese telecom enterprise risk management with the riskmanagement practice of China Mobile.This paper based on enterprise risk evaluationindex system of Chinese telecom operators.Using Experts Grading Method, giveweight to enterprise risk evaluation index system of Chinese telecom operators. UsingGrey System Theory and Questionnaire Survey,evaluatie enterprise risk of Chinesetelecom operators by the Gray Fuzzy Evaluation Mode. Finally, analysis the results ofthe empirical research and puts forward some feasible countermeasures for the riskmanagement practice of China Mobile.These conclusions are meaningful for both Chinese Telecom Operators andtelecoms regulators. They have great practical significance for telecom operato todeal with various internal and external risk, promoting performance of enterprise, thesteady and rapid growth of Chinese telecommunication services, and can fully reflectinformation and communication services play a powerful role in national economicand social change under the national strategic guidance “Informationization promotesthe industrialization”,drive industrial upgrading and industrial structure adjustment,promote the transformation of economic growth mode, and drive the speeding up ofthe development of modern service industry.
