The ring regions of the Central Asia are rich in oil and gas resources. Theresources are of great value not only for themselves but also have important practicalsignificance for China. They will be beneficial to help China’s energy security. As forlocation, China is adhered to the Mid-Eastern countries, as to the economic structure,human resources and geopolitical advantages brought by the good location there are somuch possibilities for the cooperation between China and Mid-Eastern countries.Central Asia is an emerging world energy center. Our country should use thegeographical proximity advantages, with Xinjiang as the node, fully consider Xinjiangoil and gas industry development needs in the future and Chinese energy strategicreserve for the future. Import central Asia energy will promote the sustainableeconomic development and social stability and harmony in Xinjiang and northwestregion of China, Eurasia land bridge idea is one of the energy cooperation to enhanceregional economic cooperation to higher level advantages of using. Its specific thoughtis: to develop Xinjiang oil, natural gas and pipe laying from the Caspian sea andcentral Asia to import energy as the center. Promote the energy conversion of theregion along, development and recovery of ecological city. China can laid overimported oil pipeline from central Asia as the western oil export to the east of a path,saving the cost of the development of the western region, and laying pipeline as anopportunity to improve the areas along the road infrastructure construction,development of traffic, drive the development of the economy. From the geopolitical,Central Asia has a very important strategic location and important energy strategicposition. China should deepen the cooperation with the Central Asian in oil and gas, tostrengthen both geopolitical contractions, consolidate the strategic results of the"Shanghai Cooperation Organization" in Central Asia, which seek a stable politicaland economic status. The purpose of this study is based on the international oil market turmoil, soaringoil prices, the global oil and gas resources are fierce. China and Central Asia aregeographic connected with each other. Pre-Caspian Basin and the Caspian Basin areextremely rich in oil reserves so it is also called the "second Persian Gulf". Ourcountries has a large energy gap and a single source of imports, and thereforestrengthen energy cooperation with Central Asian countries, increased external energysupply channels, in order to protect our energy security has important strategicsignificance. This paper starts from the Regional Energy Theory of theoretical supportfor energy development cooperation in Central Asia, to clear the actual significance ofthe energy cooperation. Analyzed the Central Asian’s energy status and China’senergy supply and demand, with further supporting information on energy cooperation.Secondly, China is also act as "a player" in the Central Asian energy development, thetheoretical basis for the use of regional economic theory, the theory of internationaleconomics, game theory, international political theory, empirical analysis of energydevelopment cooperation. Once again, through the analysis interest orientation of the"great powers" of the energy policy of the Asia and the United States, Russia, theEuropean Union, the Central Asian energy cooperation, summarized its characteristics.Based on all analyzes, China and Central Asian energy cooperation strategy and ourfuture energy strategic vision and the approaches for implementation.China has leapt to the world economic powers, for a major economic power tomake an energy security plan; there must be an important strategy for that. Bothinternational and domestic levels must be grasped; and make sure the supply anddemand are balanced. The implementation of revenue and cutting expenditure shouldbe continued; keep international cooperation and the layout of the national reserveswhich are related to the country moving forward. From the supply point of view, theglobal oil and gas resources are fierce contested. On the one hand, the major oil buyercountries had frictions a lot on the way when transported oil. So the oil-rich regionslike the Middle East, Central Asia, the Gulf Regions, as well as Africa became a bigtarget for many bigger countries that are needy for the resources. On the other hand,the turmoil in the international oil market, high raised oil prices had already became a factor for the international insecurity. In view of this, in this more than10years phase,below the joint efforts of relevant parties, the cooperation between China and CentralAsia on oil and gas has made significant progress, but at the same time, for the hugepotential we have in this area the results we obtained is still got a long way to go.What we can see through this is China and Central Asian countries’energycooperation is potentially affected by some objective factors, but also has somesubjective reasons. Objectively, Central Asian energy strategy and interest structure isundergoing profound adjustments, stepping up to the strategic natural resources andoil and gas industries of national regulation and energy diplomacy is undergoingsignificant changes; subjectively, Chinese energy research to Central Asian countriesis insufficient, especially to Central Asian energy strategy on decision-making toforeign energy cooperation mechanism and interest groups are not well understood,and it becomes China to its effective energy cooperation important reason. In whichthis article deeply analyzed the empirical. We can say, on the Central Asia energycooperation is not simply an economic question. Strengthening of the Central Asiancountries " energy problem" research, discusses the energy management system,interest allocation, decision-making mechanism, law of development have importantrealistic and strategic significance to deepen energy cooperation with Central Asiancountries, safeguard the security of our country energy important choices.
