Study On Rural Environmental Governance Issues

The overall environment state is worsening due to a long term neglect on the rural environment protection issue in our country’s economic development and urbanization process for the last couple of years. However, the current rural environmental management model is, to a great extent, directly executed by government department as an administration act with a prominent character of ’government direct control’which narrows the social public participation channel to the environment protection. This management model does not conform to the modern administration concept and the’kind management’goal and generates such phenomena as’government failure’and’market failure’in the rural environmental management process.Kind management hangs on the citizen’s voluntary cooperation and their conscious identities to the authority. A kind management can not be realized without the citizen’s active participation and cooperation. A kind environmental management pursues such a game pattern that involves government, market as well as social public’s synergetic cooperation on the environmental management issue. The author deems that a management method study which separates itself from the interpersonal research can only be counter-productive due to the fact that Chinese society is, in the final analysis, a ’human’structured society. The study and exploration must be addressed from a’human’point of view as well as an interpersonal relationship aspect to achieve an optimal efficacy in rural environmental management model transition on the condition of the positive participation of the farmers in the whole process, therefore, the social capital concept has to be proposed.The so called social capital is a kind of potential capital that equal to the material capital and the human resources. In a narrow sense, it refers to a kind of interpersonal social relationship network, and is now expanded to represent a kind of resources which is derived from the interpersonal relationship and the social structure. This interpersonal’relationship’resource is a kind of social binding agent and possesses a bridge function. It forms the basis for the higher and wider gradational synergy and cooperation among the society, crowd and organizations. The cooperation with in the society will be obstructed due to the lack of such binding agent. Institutional problems regarding the efficacy will also emerge. Therefore, it is the key impact factor to the institution and the government performance, and the core foundation of good social management model and the vital factor in rural environmental management.Two cases regarding their respective rural community were selected by this article to carry out a real evidence survey on the status, mechanism and function of the social capital in the rural environmental management. The result was analyzed and a conclusion is drawn.
