Research On The Promotion Of Social Capital By Rural Professional Cooperative Organizations

In the third Plenary Session of the 18 th CPC Central Committee,the strategic decision of "the modernization of state governance system and governance capacity" was first proposed,and the rural governance system and the modernization of governance ability have gradually entered the public view.The key and the most profound foundation of rural governance in China is in rural areas.The promotion of social capital can strengthen the trust between villagers and villagers,villagers and organizations,the villagers and the government,enhance their relations,promote the orderly and standardized development of rural governance,and modernize the rural governance system and governance capacity.The new strength will provide an important support resource for the implementation of Rural Revitalization Strategy.But at present,there are still some problems in the rural areas,such as the weak sense of trust security,the negative public participation attitude,the relatively introverted social network and so on.Therefore,in the great environment of rural revitalization,the rural areas need to improve the social capital.As a new type of main body of agricultural management,rural specialized cooperative organization also plays an irreplaceable role in rural governance.The emergence of rural professional cooperative organizations has broken the restriction of blood,affinity and geography of the traditional rural society,and formed a wider social trust and mutualbenefit cooperation,which is an important carrier to promote the rural social capital.The emergence and development of rural professional cooperative organization not only makes the rural governance subject to diversified development,but also plays an important role in promoting the development of rural areas in rural areas in the development of the strategy of Rural Revitalization.Based on the social background of rural governance,this paper conducts in-depth research based on questionnaires and in-depth interviews.Through the measurement and analysis of the internal and external social capital of the rural professional cooperative organization in Binzhou,the empirical effect and the influencing factors of the rural professional cooperative organization to promote the social capital are observed and studied.First,the paper expounds the related concepts and theories of rural professional cooperative organizations and social capital,and on this basis expounds the function of social capital and its role in rural governance.Secondly,according to the measurement dimension of social capital and the observation and research of other scholars,the social capital measurement index of this study is determined,so as to design the questionnaire.Through the questionnaire survey and interview in Binzhou,the effect and operation mechanism of the rural professional cooperation group to promote social capital are analyzed.It is found thatthe rural professional cooperative organization can improve the rural trust,network and standard,but the system trust,the formal network and the contractual norms are low on the stock.Further studies have found that the problems affecting the promotion of social capital by cooperative organizations include organizational cooperation,homogeneity internal structure,and the prevalence of false cooperative organizations,which are mainly due to the improper government regulation in the development of cooperative organizations,the imperfection of the closed and operational mechanisms of cooperative organizations and the overall quality of rural citizens.Not high.Based on this,the paper believes that it should be promoted from external force to internal force,from loose union to standard autonomy,from closed governance to open governance,from elite capture to benefit reciprocity,to improve the path of social organization by cooperative organizations,and through strengthening communication,widening interaction and integrating strength,and so on.Improve the stock of social capital in rural areas.
