Promoting farmers’ organization is an important way to improve the efficiency of agriculture and farmers’ income, also an inherent requirement for agricultural economic development and rural social development. The degree of farmer" organizations are manly reflected by the development and maturity of farmer’s cooperative economic organization (F.O.). In the process of agricultural industrialization. F.O. in China achieved remarkable success, but in the fields of bulk grain area that shows a slower state. At present, there still are some weak links in China’s food production systems, especially the majority of grain farmers showed scattered, small and weak status, there is no fundamental change in food production. Whether and how to set up F.O. in grain industries, transform highly decentralized small-scale agriculture into overall efficient agriculture is worthy of further study. Therefore, the dissertation takes "The dynamic power mechanism of grain fanner’s organization in production and operation " as the research subject, based on the socio-economic conditions of Jilin Province, and the main bodies’ behavior tendency of F.O. caused by ideological and cultural values in Jilin province, the dissertation discusses the establishment and development of grain farmer’s organization in production and operation, and it hoped that the research could provide some theoretical basis and countermeasures for the government’ cooperation economy policies.This paper is divided into eight chapters, main contents and conclusions are as follows:Chapter Ⅰ and Chapter Ⅱ are introduction and theoretical framework of the dissertation. This part describes the background and significance of the research, the contents, methods and innovation of the study: summarizes and reviews the relevant studies at home and abroad; introduces some basic concepts in the dissertation: describes the various power factors and the mechanism of fanners’ organization from both internal and external levels in accordance with the practice. The paper points out that fanner’s needs of cooperation is the most fundamental driving force of farmer’s organization; and the promoting power of government and the driving force of leading enterprises are important external forces of farmer’s organization: Specific cooperation processes in fields of production factors, production and marketing to meet fanner’s needs of household labor, marketing and technology are also analyzed. It helps build a reaearch framework of dynamic power mechanism of farmer’s organization characterized by the combination of farmer’s need, leading enterprises and policy environment. This chapter also applies New Institutional Economics theory and farmer’s production and operation factors "demand—supply" logic in building the theoretical framework for the study.Chapter Ⅲ analyzes the models and rules of grain farmer’s organization abroad. Fanner’s cooperative economic organization abroad can be grouped into two types——Europe’s model with bottom-up and market-driven characteristics and East Asian model with top-down and government-driven characteristics.The dissertation describes the typical patterns and characteristics of F.O. in several developed countries; analyzes the general regulars of their development; explores the main factors that determine the mode of farmer’s organization abroad; discusses the applicability of the above models in China and the choices at present according to China’s national conditions. This helps us have a more accurate grasp of the reality and future development picture of grain farmer’s organization in China.Chapter Ⅳ analyzes the development status of grain farmer’s organization. The paper firstly overviews the current development of grain farmer’s organization, and then from the aspects of development level, operation mechanism and performance, the development gaps of F.O. among different agro-industries, different varieties within food industries and different regions are described. Based on transaction cost theory, through analyzing the relation between agricultural product characteristic and organizational model, it is demonstrated that different agricultural technology, market features determine the differences in their organization modes. And the impacts of some external factors such as maturity of agricultural product market, specialization and regionalization of production and agricultural industrialization level are also talked about. Some conomic and social reasons explain the development differences of farmer’s organization in different regions.Chapter Ⅴ is the investigation and analysis on grain farmer’s demand for cooperation. The intrinsic motivation in the formation of farmers’organizations depends on farmers’needs of organization in production and operation. Questionnaire used in this part to statistically analyze grain farmers" cooperation demand in Jilin Province. From an economic point of view the gap between objective status and subjective views is discussed, and the economic logic of grain farmer’s cooperation needs is explored. A theoretical model of the motivations for grain farmer’s organization is built to help quantitatively analyze the inherent economic motivation of grain farmer’s participation in F.O. by using logistic regression models.The results show that:the impacts of farmer’s education, awareness of cooperation, grain revenue expectations, demand in production and operation and government support on grain farmer’s willingness to cooperate are significant and at1%significance level in the regression coefficient statistical test, regression coefficients are positive; the impacts of age, gender, main source of household income and distance from the center of the regional economic are not significant on grain farmer’s willingness to cooperate; the impact of cultivated farmland area and economic conditions on grain farmer’s willingness of cooperation should be further studied.Chapter Ⅵ is an analysis on food processing enterprises’ behavior of leading grain farmer’s organization. Agricultural industrialization leading enterprises is an important external force for farmer organizations’ development. Based on TPB theory the dissertation analyzes the intention attitude, subjective norm and behavior control awareness of food processing enterprises which have impacts on their behavior of leading grain farmer’s organization, and the main factors that influent the above mentioned three mediating variables are analyzed combined with the current situation, at last the structural equation model (SEM) is used to measure the direction and extent of the impact of these factors. The results show that:the impacts of behavior attitude, subjective norm and behavior control awareness of food processing enterprises on their behavior of leading F.O. are significant at5%,1%and5%level. Food processing enterprises have potential demand to cooperate with F.O. objectively, but they are still lack of dynamic power for behavior, so government should grant some policy supports to encourage agricultural industrialization leading enterprises.Chapter Ⅶ is the analysis on mechanism of government’s role in the development of grain farmer’s organization. There are theoretical logics for government supporting the establishment of grain farmer’s organization, but there are some necessary conditions for the government-led F.O..Firstly, farmers’interests in production should be respected; secondly, the supply of the production factors has a positive external effect. Government can impose policies to promote the development of grain farmer’s organization from both inside and outside.Chapter Ⅷ is the conclusion and prospect part, summarizing the main results of the study and putting forwards areas for further study.
