Grain is the paramount necessity of the people. Grain is the material foundation of the human to survive and to develop. Meanwhile grain is the important premise of the society and economy to keep rapid, sustained and healthy development. Under the background of the tight supply of global grain production, under the rigid requirement of arable land of120million hectares, with the overall target to construct the efficient of ecological agriculture which is adapt to the development of economy and international metropolis, Shanghai should ensure the moderate of grain production which is historic, realistic, epochal and political. Basing on the suburban district of Shanghai as the study area, looking the historical statistical data and " the monitoring, managing and dynamic system of agricultural economy of Shanghai" as the data source, through the analysis of quantitative and qualitative evaluation, in combination with theoretical study and empirical research, with the comprehensive analysis, According to the time sequence, causal relationship and the logical relation of the theory,evidence and countermeasures, this paper manly research the evolution of the grain production in Shanghai suburb of1980-2010. And try to study the dynamic mechanism of the changes. Combined with the specific strategic target of grain production of Shanghai suburb, it put forwards some countermeasures. With the expectation that is good for the grain production and development of Shanghai suburb and other areas. This paper consists of seven parts:In the first section, under the background of the tight supply of global grain production, it tries to solve a question which is fairly popular and the disputable-whether the suburb of big city should keep moderate scale of grain production. From the grain production, the security of grain supply, international trade of grain and the countermeasures of grain production in Chinese, this chapter summarizes the research at home and abroad. Part two, this chapter mainly describes five basic theories:the Du Neng Circle Theory, Ni Du Neng Circle Theory, the Integration of Urban and Rural Areas Theory, the Center Periphery Theory, the Urban and Rural Theory.Part three, making use of the data which comes from statistical yearbooks of Shanghai suburb since the reform and opening up, by using the quantitative and qualitative analysis method, China’s grain production and supplies are briefly analyzed, which can provides a macro background for the research of the development and evolution of grain production of Shanghai suburb. Part four, this chapter makes a study of the evolution from the scale of production, the types of grain, the crops for rotation, and the layout of grain. Part five, last chapter focuses on the evolution. This chapter tries to study the dynamic mechanism of the evolution. The dynamic mechanism is mainly from seven aspects:the guiding of macro policy, the integration of urban and rural areas, the total amount of cultivated land, the labor, the support and protection of the financial policy, the advance of agricultural technology, and the change of the function of agriculture. Part six, in order to achieving the specific and strategic target of the grain’s production and development, to further strengthen the comprehensive ability of grain’s production of Shanghai suburb, finally, this chapter puts forward some strategic countermeasures in seven aspects. Part seven, considering that the cultivated land resource is limited, the total output of grain is small, the difficult to improve the grain yield per hectare, the city population is continued to increase, the world grain market is tight supply, Shanghai suburb is required to keep the moderate scale of grain production.
