Research On The New Mode Of Industrial Development Of Resource-based City

The resource-based cities have been the supply source of primary energy and important raw materials in our country, making outstanding contributions to our economic development. Nevertheless, due to the extensive industry development mode, a series of problems have occurred such as the exhaustion of resources, environmental pollution and ecological damage, which seriously restricts the sustainable development of the resource-based cities. The industrial transition and sustainable development of the resource-based cities has been a worldwide subject. How to make the existing and rising resource-based cities step into the path of the scientific industrial development is the object requirement of realizing the sustainable development and building a resource-saving and environment friendly society. Therefore, the innovation of the industrial development mode is a matter of great urgency whether for resources-exhausted cities or emerging resource-based cities. This dissertation creatively puts forward a new development mode, i.e., intensive-green-chain network mode based on analyzing drawbacks of traditional development mode. By systematically probing into the connotation, basic framework, concrete contents and actualization of this mode combining with the empirical analysis of the actual facts in Ordos, this dissertation makes an attempt at exploring a scientific development way which provides the theory and practice reference for resource-based cities. The main contents are organized as the following.Firstly, this dissertation discusses the definition, type and characteristics of resource-based cities, analyzes the present situation and characteristics of industrial development and points out the predicament of resource-based cities.Secondly, the study puts forward the overall framework of intensive-green-chain network mode based on expounding the necessity and importance of the innovation of the industrial development mode of resource-based cities and the objective and principle of innovation.Thirdly, the dissertation probes into the intensive development of industry for resource-based cities from four aspects:the necessity of intensive development, the contents of intensive development, the path of actualization and the benefit gambling and balance strategy. Fourthly, the study sets forth the green development of industry for resource-based cities from three aspects:the connotation and significance, the implementation process and method, the effect evaluation of green development.Fifthly, the dissertation probes into the industrial chain network development for resource-based cities and analyzes the objective and contents, the implementation path and strategy of the industrial chain network development.Sixthly, the study establishes the mechanism and system for intensive-green-chain network mode of industrial development from four aspects:the transformation of traditional ideas, the support of mechanism and system, the support of policy and law and the support of technology.Finally, the study launches an empirical research of this intensive-green-chain network mode of industrial development in Ordos.
