Study On San-nong Issue Systematically By The Governmental Behaviors

It was an ideal research based on the practice of San-nong Issue to break thedeadlock and find the solutions by the constructing of the platform for its research,discussion and promotion.Part I: to account for the research method. Under the discussion of the researchorigin and the meaning, the method was explained systemically. From thegovernmental behaviors to commander the Second&Third Sectors, San-nong issuewas analyzed quantitative systematically from2000s to now.Part II: to discuss the assumption. San-nong issue was a special existence decidedby the Chinese culture, tradition, national and agriculture conditions, governancestructure and ideology. Its premise of solutions was to hold the developing stage fromProblem to Issue, basement was to recognize the developing practice from the top tobottom, and destination was to disentangle the developing orientation form the theorydiscursively to structure constructively.Part III: to analyze the San-nong environments. Its internal environments werethat natural resource was good, difference was dramatic in different areas, agriculturalzoology was serious, and challenge was tremendous from humanity. Its externalenvironments were full of opportunities and challenges in politics, economic, culture,society and zoology.Part IV: to explain the San-nong structure. San-nong’s nucleus element wasdiscussed to base on its strategic and stage target. And the factors to influence thenuclear were proved effectively by the Pearson Correlation Analysis, and the validityof governmental behavior was analyzed by linear regression model.Part v: to choose the solutions reasonably. The harmonious environments must beensured form service, technology and zoology to base on the total planning ofSan-nong Issue. The structure must be guaranteed from disintegrating the generaltarget, strenghting the incentive factors, abandoning negative behaviors, and evaluation system under the MBO. The insufficient of governmental behaviors must bereplenished from the cooperation of the second sectors, third sectors and internationalorganizations with the government based on the concept of polycentric-governancer.San-nong issue was a synthetical status with living of peasants, development ofagriculture and governance of ruralarea. Its essence was social unbalance intersectionwith the un-sustainability among agricultural development, ruralarea progress andpeasants livelihoods. The research would not been finished at this level but going onwith colleagues in San-nong issue.
