Changchun Local Taxation Administration Issue Analysis And Countermeasure Study

As China market economy system completes and Changchun economy develops, The local tax revenue management situation in Changchun is getting complex, more and more challenge and inconsistency need us to face, so that revenue management activities is going to some difficult situation. The research proposed under the precondition of recognizing organization differences, applying PEST and SWOT analysis method to local tax administration process, and base on this to direct and complete the local administration activities.During applying strategic environment analysis theory: Firstly, This study sharply parsed the issues and minus factors which are being faced in Changchun local tax administration and during completing local tax administration process. That revealed the principal contradiction. Secondly, this study proposed to enhance local tax system application investigation, complete local tax system to promote local economy; To apply the principals of harmony and balance to handling the contradictions which have to be faced during local tax managing, to emphasize managing the local tax according to law and decreasing taxation cost and optimizing local tax administration environment; some countermeasures such as establishing Changchun local tax culture, refreshing inspiriting means to improve local tax administration staff quality,enhancing taxation staff with service awareness to establish service administration sectors.This study investigated the existing issues during Changchun local tax managing and proposed the countermeasures to establish a local taxation management organization which could be more adaptive to market economy developing requirement and could be better for servicing Changchun taxpayer and all levels.This textual work will have certain practical value for Changchun local tax administration and could be used as reference for other taxation sectors. This will optimize Changchun economy and taxation environment, improve Changchun local tax administration quality and provide a demonstration case for further researching Jilin province even domestic local tax administration.
