Industrial Transfer And Economic Transformation:Province Anhui’s Strategic Measures

Since2008when the financial crisis broke out, the international economic situation had been complex and changeable. However, the so-called " third industrial revolution"(new technology, new energy, new materials, and new technology) caused by the crisis promoted the structural adjustment and the economic transition of developed countries like the United States, and the international industrial division was further deepened. Moreover, the new surge of international industrial transfer had been confronting China with both a historical opportunity and an enormous challenge. Under the effect of the " forced mechanism ", the eastern developed regions had been facing international competition pressure that was more complex after transformation and upgrading, and the middle and western underdeveloped regions should catch the opportunity, and actively participate in the international economic cycle and the regional economic division, so as to take the advantage of backwardness and develop faster in the process of accepting industrial transfer. Based on this background, focusing on the two main subjects of industrial transfer and economic transformation, the article discusses through accepting the transfer, how the undeveloped Anhui develops and advances traditional industries and industrial clusters, and fosters and strengthens the strategic emerging industries, so as to fulfill the achievement of developing in the process. The article is divided into seven chapters. The first chapter puts forward the problem that illustrate the study’s background, significance, main methods and innovation point, and make a comment to related review. The second chapter mainly studies the relationships between the effect of industrial transfer and regional economic transformation, especially the pushing function of the industrial transfer to the regional economic transformation. It states the structural adjustment and innovation-motivating effect of the industrial transfer, based on the level of industry and corporation respectively, and indicates "the industrial transfer trap". The third chapter inspects the practice that the industrial transfer drives the economic transformation. It firstly looks back upon the histories of Anhui accepting industrial transfer and participating in the Yangtze River Delta regional cooperation, and then analyses the objective basis of Anhui accepting industrial transfer from Yangtze River Delta. At last, it summarizes the practice of Anhui scientifically accepting industrial transfer. The fourth chapter respectively discusses today’s macro-economic situations and the dynamic trend of the international industrial transfer, especially some new features of China’s regional industrial transfer. After analyzing the important strategic opportunities and regional competitive challenges which Anhui faces, The fifth chapter points out the strategic path of Anhui accepting the new round industrial transfer, which is to take the Anhui-Yangtze River Demonstration Area as a key region of accepting the transfer, enlarge the dual-core effect of Hefei and Wuhu, and then realize the unbalanced and coordinated development that is focus-emphasized, from the point to the area and point and area linked. The sixth chapter points out some current problems and obstacles in accepting industrial transfer in Anhui, and raises some strategies which make accepting industrial transfer scientifically and accelerate the paces of transformation. The strategies include policies, minds, models, and several specific measures of industrial transfer in diversification, multilevel and Comprehensive level. The seventh chapter is the end of the article. It mainly summarizes the whole study, and points out its deficiencies and further directions.The article is generally based on such consideration:the sustainability has been troubled by China’s current problems of structural imbalance in the rapid development, and so does Anhui who is just in the middle stage of industrialization and urbanization. Since the eastern region has already taken the opportunity to share the cake of international industrial transfer, does Anhui and other middle and western regions still have any chance? How does the undeveloped regions accept industrial transfer to get rid of industrial transfer trap and realize transformation in the future process. This is such an extremely urgent problem that we face. Consequently based on the new round international industrial transfer, this article takes Anhui as an example to study how to take industrial transfer as a grasp, and make the industrial transfer keep pace with economic transformation and promote industrial optimization and upgrade, so as to motivate the economic transformation and development and finally accelerate the middle and western region’s rise.
