The Xinjiang Production And Construction Corps Towns Development Model Research

Corps, an important force for society stability and development of Xinjiang, holds an important position in merino, frontiers, revitalization and stable for Xinjiang. Specificity such as changes in the security situation, limited in agricultural reclamation’s economic growth and the special geographical environment in Xinjiang have led the corps to possess the function of reconstructing and developing army reclamation, frontiers, the maintenance of stability and the promotion of industrialization, leading regional development to realize the change of mission and development pattern, which is called transformation. Guiding the population to the urban area and improving the level of public services by urbanization is a request for the objective need of urban basic service due to the raise of income of corps inhabitant, it is also a necessary way to promote ethnic unity and the stability in border areas to realize the transformation. Corps urban development model was constructed on the bases of the geographical environment and socio-economic characteristics of Xinjiang and the errand of revitalization stable for Xinjiang Production and Construction Corps. Its goal is to promote the restructuring and development of the Xinjiang Production and Construction Corps, and its core is the characteristics and dynamic mechanism of urban development. Based on the survey data and statistics, the historical process, the main law, the affecting factors and mechanism of the corps town development were analyzed. Moreover, some policy recommendations were proposed to the corps’urbanization.The main conclusions in this paper are as follows:(1) The corps urbanization is a special one under the special management system of militarization and a single agricultural reclamation structure, so the impact of the frontier political situation and the national policies for urbanization is obvious. however, the function of non-agricultural economics is quite weak, which means policy plays a leading role for urbanization, and the main functions of the town is the management and organization of agricultural production. In fact, the industrialization impetus, non-agricultural of urban population and industry has led slow development of urban area.(2) The reality that national and regional economic and social development has made the urban facing great challenges under the traditional merino mode. Limited in agricultural reclamation’s economic growth and the special geographical environment in Xinjiang Corps need to reconstruct and develop in merino, frontiers, the maintenance of stability, because agricultural reclamation’s economic can’t support the socio-economic development of the corps. So it is necessary to establish new corps which possess the function of maintenance of stability, frontiers, serving for modern agriculture, and leading the region industrialization development by promoting the industrialization, urbanization and agricultural modernization.(3) Crops are different from other general area in urbanization dynamic mechanism. Special historic mission of the maintenance of stability and frontiers are also the important foundation of urban development. Although population migration and non-agricultural industries aren’t the main driving force of the corps urbanization development, the main reason for inferior quality of urbanization is the slower development of non-agricultural industries. Therefore, it is a must to develop modern industry to promote the healthy and rapid the corps urbanization. The mode of non-agricultural industries includes industrial-park-oriented pattern, tourism-oriented pattern, and border-crossings-oriented pattern etc., furthermore, crops-local interact, joint build and division-local government integration etc. can also be chosen according to the relationship between the corps and the local.(4) The main measures to improve corps urbanization are as follows:exploring and innovating management system of corps towns actively, speeding up transferring population from the small, scattered settlements to the mission field and the division resident, accelerating developing industries with local advantages to enhance the power of urban development by urban-centered construction, allocating the public service facilities and infrastructure by co-ordination planning and arrangement.
