Higher education being the cornerstone of national rejuvenation and socialdevelopment,the development level of colleges determines the future of a nation、social and economic status to some extent. Moreover,colleges’ non-operatingstate-owned assets are the important material foundation of their scientific researchand teaching. However,in recent years,there having emerged some problems,whichto a certain degree have affected the sustainable and healthy development ofcolleges,in aspect of its non-operating stated–owned assets management. In thisregard, some domestic scholars have launched some thorough and extensivediscussion,which is still not deep enough and lack of theoretical and systematic,onnon-operating state-owned assets of colleges and universities. On the basis ofinstitutional economics theory, the author has developed some research onnon-operating state-owned assets of Chinese colleges and universities,as well asconstructed its analytical framework. This paper contains seven chapters.The first chapter is introduction. This chapter mainly expounds the researchbackground and significance of the paper,and briefly introduces its research methodand structure. In the meanwhile the author points out innovation and inadequacy ofthis paper.In the second chapter,the author mainly sums up the research status ofnon-operating state-owned assets management systems of colleges and universities.The author summarizes the present research as follows:research on definition of thecolleges’ non-operating state-owned assets management system; research oncolleges’ library and laboratory assets management system;research on colleges’intangible assets,estate and assets budget management system;research on the problems and reasons existed in the colleges’ non-operating stated-owned assetsmanagement system;and research on the countermeasures dealing with the problemsof the colleges’ non-operating state-owned assets management system. At last,theauthor give a brief evaluation on the present research about colleges’ non-operatingstate-owned assets.The third chapter mainly illustrates such economics theories as transaction costtheory, property right theory,principal agent theory,institutional transition theoryand public economics theory,which are the research basis of this paper.The fourth chapter is about the theoretical analysis on colleges’ non-operatingstate-owned assets management system. Firstly,this paper not only defines colleges’non-operating state-owned assets as public colleges’ non-operating state-ownedassets founded and funded by the state or local governments,but also illustrates itsparticularity and classification. Secondly the author analyzes the definition,feature,function,composition and efficiency of colleges’ non-operation state-owned assetsmanagement system. At last, this paper elaborates systematically colleges’non-operating state-owned assets management system changes which containcauses,ways and processes of transitions.The fifth chapter is about analysis on Chinese colleges’ non-operatingstate-owned assets management system. Firstly, according to the longitudinalanalysis method,the author divides the Chinese colleges’ non-operating state-ownedassets management system into such stages as centralized management systemstage, decentralized management system exploration stage, decentralizedmanagement system establishment stage, decentralized management systemimproving stage. Moreover,on the basis of analysis on its changes,the author stillanalyzes the characteristics of the Chinese colleges’ non-operating state-ownedmanagement system changes. Secondly,on the one hand,from the two aspects ofcolleges’ state-owned assets organization construction and the construction of rulesand regulations the author illustrates the status of Chinese colleges’ non-operatingstate-owned assets management system. On the other hand, starting from the colleges’ external environment the author elaborates the external status of Chinesecolleges’ non-operating state-owned assets management system. Secondly,theauthor analyzes such problems existed in colleges’ non-operating state-owned assetsmanagement system as imperfect formal system,imperfect informal system andimperfect implementation mechanism. At last,the author illustrates such reasonsabout problems existed in colleges’ non-operating state-owned assets managementsystem as shortage of system change dynamic,serious problems of principal-agentsand inadequate research on theories and practices.The sixth chapter is about research on management and system of foreigncolleges’ non-operating state-owned assets. Firstly,the author summarizes suchsystems of foreign colleges’ non-operating state-owned assets management as thestatus,board of directors of foreign colleges’ non-operating state-owned assetsmanagement system,foreign colleges’ assets management performance evaluationsystem and foreign colleges’ budget management system etc. Secondly,the authorsummarizes such enlightenments brought out by the foreign colleges’ non-operatingstate-owned assets management system as improving colleges’ non-operatingstate-owned assets management system,establishing the interaction mechanism ofcolleges’ non-operating state-owned assets management,and raising manager’squality of non-operating state-owned assets management.In the seventh chapter the author mainly illustrates such countermeasuresimproving the Chinese colleges’ non-operating state-owned assets managementsystem. Firstly,consummates the non-operating state-owned assets management incolleges and universities organization,Including perfecting college non-operatingstate-owned assets management organization, perfecting the non-operatingstate-owned assets management in colleges and universities organization function;Secondly,it is to perfect property right system of non-operating state-owned assets ininstitutions of higher,Including perfecting college non-operating state-owned assetsproperty rights defining system, perfecting the property inventory system ofnon-operating state-owned assets in institutions of higher education,improve college non-operating state-owned assets property rights registration and evaluation system;Thirdly,it is to perfect the laws and regulations of non-operating state-owned assetsin institutions of higher education,including perfect legal system of non-operatingstate-owned assets management in colleges and universities,perfecting the collegenon-operating state-owned asset management performance evaluation system,perfecting the non-operating state-owned assets in colleges and universities financialregulatory system,improve the system of non-operating state-owned assets budgetmanagement of colleges and universities,teachers and students should play the roleof supervision,strengthen the information management system of non-operatingstate-owned assets in colleges and universities;Fourthly,it is to improve the systemof non-operating state-owned assets in institutions of higher education marketization,Including perfecting external system of non-operating state-owned assets ininstitutions of higher education marketization,perfect the way of marketization ofnon-operating state-owned assets in institutions of higher education,improve themarketization of non-operating state-owned assets in institutions of higher educationinner system;Fifthly,it is to improve the college non-operating state-owned assetspurchase,use and exit the system;Sixthly,it is to shape cultural non-operatingstate-owned assets management in colleges and universities,Including strengthen thenon-operating state-owned assets management in colleges and universities personnelideological education,building a harmonious culture of non-operating state-ownedassets management in colleges and universities,non-operating state-owned assetsmanagement in colleges and universities their self-cultivation.
