Operating State-owned Assets Management System Study

State-owned assets are the assets that belong to all the people. Based on the theory of property and the way of realization, every single people can't manage the assets themselves as an independent part. So the best way is to let the government manage the state-owned assets. In China, the Department of State represents to master these assets. Of all kinds of assets, the productive state-owned assets are the most important part. For one reason, they are widely distributed in lines of business, especially those key I i nes of bus i ness, so the qua lity of productive state-owned assets has some national economical security importance; for the other reason, these assets are the most profitable parts of all the assets. Considering the two reasons above, the research on the productive state-owned assets management system has been going on and on.This paper focuses on the reform of the productive state-owned assets management system. Based on the historical experience, the paper describes the reform the government is carrying on. From the macro-level, after the Sixteenth National Congress, the new system of decentralization is coming to realization. The government is changing from entity management to capital management. From the micro-level, the reform of property rights system keeps going on, the historical issues are approached step-by-step with the help of central and regional governments, some groups enterprises of huge scale have been organized. These reforms have greatly enhanced the asset management level and enriched the content of the management system. After all the description, the paper goes further to describe a logical and scientific productive state-owned assets management system for Chinese socialist market economy. Finally, the paper reveals that the productive state-owned assets management system will change as the condition varies.Confined by the knowledge the author masters and the time limit, the paper has some shortages.
