This study researches social responsibility mechanism from the perspective of employees’statuses and deeds. This paper is an empirical study using the method of analysis on critical case and putting the focus on state-owned enterprises. By taking state-owned enterprise as an individual case, the survey documents and data collected before and after state-owned enterprises’transition as the foundation and investigating the changes of employee’s statuses and deeds this paper aims at getting a profound understanding about the deep connotation of state-owned enterprises’social responsibility mechanism, enriching and developing the theory on corporate social responsibility, solving the problems caused by state-owned enterprises’transition and their internal social responsibility mechanism’s changes, revealing the forms and deep meanings of microeconomic units transforming from a planned style to market-oriented one, and finally putting forward policy-oriented recommendations on the construction of state-owned enterprises’social responsibility mechanism in the future.Under the planned economic system, state-owned enterprise’social responsibility mechanism was an asylum dependence one where the relationship between the enterprises and employees was also an asylum dependence one. At that time, constructing that kind of mechanism had more social significance than economic one from the angel of keeping society stable. However, this kind of social responsibility had many problems such as its limitlessness, inequality and incompatibility with encouragement, thus it was unable to provide continuous motivation for state-owned enterprises’development.In the transitional period, the ideal model of state-owned enterprises’ reform was to establish a modern enterprise system which aims at maximum profit. Guided by this thought staff and organizational relationships were marketized and employees’status in the structure enterprises’management was "marginalized" and state-owned enterprise’ internal social responsibility mechanism was for a control oppose one. Giving up the basic social responsibility just because of financial needs, thereby causing losses on employees’rights and interests makes state-owned enterprises deviate from their basic property and goal.This thesis argues that taking the social responsibility within the state-owned enterprises is an important path of realizing public governance. The state-owned enterprises’development is restrained by both the market rules and social responsibilities; the two-way movement of marketization and democratization is the basic force which decides the evolution of state-owned enterprises’internal social responsibility mechanism. In the process of marketization and democratization, with staff’s statuses and deeds’changes, the state-owned enterprises’internal social responsibility mechanism has changed from asylum dependence mechanism to control-oppose one to democratic-equilibrium one.In the practical level, integrated solution is Indispensable to response the issues of state-owned enterprises’internal social responsibility. The so-called integrated solution, include system, mechanism, legal, trade unions and other aspects. System, improve the state-owned enterprises’ management system of social responsibility, build employee involvement model of corporate governance and organization; Mechanism, improve the mechanism of state-owned enterprises’internal social responsibility, including external supervision mechanism, internal accountability mechanism, the information disclosure mechanism, the worker participation mechanism etc, so as to realize the enterprise internal management of democracy-equilibrium; Legal, As the investment and supervision subject of state-owned enterprises, the government should strengthen construction of legalization,and state-owned enterprises fulfilling social responsibility within the legal system has a solid foundation; Trade Unions, effectively enhancing and promoting the role of supervision and promotion, and changing the role of trade unions and the way of president generating; Evaluation, improve the standard of social responsibility within the state-owned enterprises, and establish appropriate coporate social responsibility assessment and evaluation system.
